PEN CD-DNST POL-MILITARY CRED

Amends the Downstate Police Article of the Pension Code to allow purchase of service credit for up to 2 years of military service not immediately preceded by employment. Allows purchase at a reduced interest rate for 6 months. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

EPA-AUDITS & PERMITS

Amends the Environmental Protection Act. For the purposes of the Clean Air Act Permit Program, in the definition of "major source" that is included in the subsection on applicability, makes a change in the list of stationary source categories for which fugitive emissions are to be considered. Provides that a compliance management system documented by a regulated entity as reflecting the regulated entity's due diligence in preventing, detecting, and correcting violations may serve as a substitute for an environmental audit in connection with self-disclosure of non-compliance. Repeals a Section of the Act relating to environmental audit privileges. Effective Immediately.

STATE FINANCE-DHS-FEDRAL FUNDS

Amends the Mental Health and Developmental Disabilities Administrative Act. Creates the Community Developmental Disability Services Medicaid Trust Fund consisting of funds paid to the State by the federal government under Title XIX or Title XXI of the Social Security Act for services delivered by community developmental disability services providers. Provides that the Department of Human Services shall reimburse community developmental disability services providers out of the Fund for Medicaid-reimbursed developmental disability services provided to eligible individuals. Repeals the Community Mental Health and Developmental Disabilities Services Provider Participation Fee Trust Fund.

PENCD-DOWNSTATE TEACHERS-ERI

Amends the Downstate Teachers Article of the Illinois Pension Code. Provides a program of early retirement incentives for certain employees. Allows purchase of up to 5 years of age enhancement and creditable service. Effective immediately.

WETLANDS PROTECTION ACT

Creates the Wetlands Protection Act. Provides that any person who intends to discharge dredged or fill material into a wetland, drain a wetland, or excavate a wetland resulting in more than incidental fallback may request a determination from the Environmental Protection Agency as to the existence, location, and surface area of any wetlands on or contiguous to the affected property. Provides for the classification of wetlands and provides different criteria for obtaining a permit for the regulated activity based on the classification. Creates the Illinois Wetlands Advisory Committee. Preempts home rule. Amends the State Finance Act to create the Wetlands Management Fund.
