Amends the Child Death Review Team Act. Makes a technical change in a Section concerning the Child Death Investigation Task Force.
Amends the Counties Code and the Code of Civil Procedure to reverse the changes made by Public Act 98-1132 to provisions governing jury size and compensation. Effective immediately.
Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
Amends the Children and Family Services Act. Provides that by January 1, 2016, the Department of Children and Family Services shall convene a multi-disciplinary workgroup to review treatment programs for youth in the Department's care who are victims of sex trafficking and to make recommendations regarding a continuum of care for these vulnerable youth. Requires the workgroup to: (1) review existing models of treatment programs available in the State and outside the State for youth in the Department's care who are victims of sex trafficking and consider whether the programs have been subject to evaluation; (2) evaluate the need for new programs in the State; (3) review existing State laws and rules that permit children to be placed in secured therapeutic residential care; and (4) make recommendations regarding a continuum of care for children in the Department's care who are victims of sex trafficking. Contains provisions concerning the composition of the workgroup and the workgroup's access to certain records and information held by the Department. Requires the workgroup to submit a report on its findings and recommendations to the General Assembly by January 1, 2017. Requires the Department to implement the workgroup's recommendations, as feasible and appropriate, by March 1, 2017 and to submit a report to the General Assembly explaining its decision to implement or to not implement each of the workgroup's recommendations.
Creates the Aviation Fuel Excise Tax Act. Provides that, beginning on July 1, 2015, a tax is imposed upon the privilege of engaging in the business of selling aviation fuel at the rate of $0.10 per gallon of such aviation fuel sold in the State. Provides that moneys received by the Department under the Act shall be deposited into the Aviation Fuel Tax Fund. Provides that moneys in the Fund shall be used only for airport related purposes, as required by the Federal Aviation Administration on proceeds from aviation fuels at airports that receive federal assistance. Amends the State Finance Act to create the Fund. Provides that aviation fuel is exempt from the taxes imposed under the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, the Retailers' Occupation Tax Act, and the Motor Fuel Tax Law. Amends those Tax Acts to make conforming changes. Makes changes concerning an exemption for materials, parts, equipment, components, and furnishings incorporated into or upon an aircraft as part of the modification, refurbishment, completion, replacement, repair, or maintenance of the aircraft. Effective immediately.
Amends the Illinois Finance Authority Act. In the definition of "Energy Efficiency Project", includes measures that decrease the heat rate in the generation of electricity. Amends the Illinois Power Agency Act. In the definition of "energy efficiency", includes measures that decrease the heat rate in the generation of electricity. Effective immediately.
Amends the Legislative Commission Reorganization Act of 1984. Makes a technical change in a Section concerning the short title.
Amends the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title of the Code.
