STATE GOV-EXPEDITED PERMITS

Amends the Department of Natural Resources (Conservation) Law, the Department of Public Health Powers and Duties Law, the Department of Transportation Law of the Civil Administrative Code of Illinois, the State Fire Marshal Act, the Historic Preservation Agency Act, and the Environmental Protection Act. Requires that the rulemaking processes of the Department of Natural Resources, the Department of Public Health, the Department of Transportation, the State Fire Marshal, the Historic Preservation Agency, the Pollution Control Board, and the Environmental Protection Agency include a process for expediting the issuance of permits and licenses. Authorizes these State agencies to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Sets forth that the applicant must request the use of the expedited process and that any additional costs shall be borne by the applicant.

HEALTH CARE ENTERPRISE ZONE

Creates the Health Care Enterprise Zone Act. Provides that the Department of Public Health may certify certain areas in the State suffering from a shortage of medical services as health care enterprise zones or specialty shortage zones. Provides that, for the taxable years ending on or after December 31, 2006, a health care professional who practices at least 50% of the year in an area of Illinois that has been certified as a health care enterprise zone or as a specialty shortage zone may apply to the Department requesting a certification of an income tax credit. Sets forth the amounts of the credit. Sets forth conditions for the revocation of benefits under the Act. Amends the Illinois Income Tax Act to create the income tax credit certified under the Health Care Enterprise Zone Act. Amends the Property Tax Code. Provides that taxing districts may abate the property taxes for the property of any facility operated by a health care professional as part of his or her practice in a health care enterprise zone or specialty shortage zone certified under the Health Care Enterprise Zone Act. Provides that the aggregate amount of abated taxes for all taxing districts in any county may not exceed $5,000,000 per year.

TELECOM TAX-VIDEO ENTERTAINMNT

Amends the Telecommunications Excise Tax Act. Changes the short title of the Act to the Telecommunications and Video Entertainment Excise Tax Act. Deletes a provision that the tax proceeds must be used for general revenue and education purposes. Imposes the excise tax on video entertainment. Provides that the rate of tax under the Act is the combined sales tax rate for general merchandise in each local jurisdiction, as published in the Department of Revenue's sales tax reference manual. Creates a credit for video entertainment providers equal to the amount of municipal franchise fees. Provides that certain waiver provisions set forth in the Simplified Municipal Telecommunications Tax Act apply to this Act. Amends the Telecommunications Infrastructure maintenance Fee Act. Repeals a Section concerning the imposition of telecommunications infrastructure maintenance fees. Amends the Simplified Municipal Telecommunications Tax Act. Repeals a Section authorizing municipalities to impose a tax on certain acts or privileges. Effective January 1, 2007.
