Amends the Sale of Tobacco to Minors Act. Provides that a minor under 18 years of age in the furtherance or facilitation of obtaining any cigar, cigarette, smokeless tobacco, or tobacco in any of its forms shall not display or use a false or forged identification card or transfer, alter, or deface an identification card. Provides that tobacco products may be sold through a vending machine only if such tobacco products are not placed together with any non-tobacco product, other than matches, in the vending machine. Provides that the sale or distribution by any person of a tobacco product, including, but not limited to, a single or loose cigarette, that is not contained within a sealed container, pack, or package as provided by the manufacturer, which container, pack, or package bears the health warning required by federal law, is prohibited. Eliminates provisions that permit tobacco vending machines in: (1) factories, businesses, offices, private clubs, and other places not open to the general public; (2) places where alcoholic beverages are sold and consumed on the premises; and (3) places where the vending machine is under the direct supervision of the owner of the establishment or an employee over 18 years of age.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Code. Gives the annuitant trustee the right to vote on any and all actions before the board of trustees and increases from 4 to 5 the number of concurring votes necessary for every decision or action by the board of trustees. Effective immediately.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Amends the Illinois Municipal Code. Provides that no municipality with a population of less than 1,000,000 may award a franchise to a private entity for the collection of waste from non-residential locations without first: (i) holding at least one public hearing; (ii) providing at least 45 days' written notice of the hearing to all private entities that provide non-residential waste collection services within the municipality; and (iii) providing public notice of the hearing. Requires the municipality to provide at least 3 years' notice to all private entities then providing waste collection services to non-residential locations within the municipality before awarding a franchise to a private entity for the collection of waste from non-residential locations. Preempts home rule powers.
