Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.

Creates the Fiscal Year 2009 Hospital Assessment Act. Contains only a short title provision.
Amends the Illinois Municipal Retirement Fund Article of the Illinois Pension Fund. Changes how a supplemental benefit payment is calculated. Provides that the amount of the supplemental benefit payment to each eligible person shall be 75% of the monthly retirement or surviving spouse annuity payable to that person in June preceding the July 1 supplemental benefit payment date. Adds the percentage of earnings of the participating employees of all participating municipalities and participating instrumentalities necessary to provide that year's supplemental benefit payment to the list of considerations in determining the municipal contribution rate. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.
Amends the Public Utilities Act. Makes a technical change in a Section concerning rates and restructuring transactions during the mandatory transition period.
Appropriates $2,000,000 from the General Revenue Fund to the Department of Healthcare and Family Services for the purpose of awarding grants to develop local health department dental clinics. Effective July 1, 2008.

Amends the Environmental Protection Act. Makes a technical change to a Section concerning alternative control strategies.
Amends the Counties Code. Provides that a county may impose a special county retailers' occupation tax for probation services.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning a business development or redevelopment plan under the Act.
