RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that when the two Houses adjourn on Thursday, February 05, 2009, the Senate stands adjourned until Friday, February 06, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Tuesday, February 10, 2009, at 12:00 o'clock noon; and the House of Representatives stands adjourned until Friday, February 06, 2009, in perfunctory session; and when it adjourns on that day, it stands adjourned until Monday, February 09, 2009, at 2:00 o'clock p.m.

Amends the Environmental Protection Act. Makes a technical change in a Section concerning noise.
Amends the Public Utilities Act. Makes a technical change in a Section concerning real-time pricing.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning National Pollutant Discharge Elimination System (NPDES) discharge fees.
Amends the Use Tax Act and the Retailers' Occupation Tax Act. Provides that no tax is imposed under the Acts upon the privilege of using in this State (for the Use Tax Act) or persons engaged in the business of selling at retail (for the Retailers' Occupation Tax Act) qualified merchandise that is purchased from 12:01 a.m. on the first Friday in August through midnight of the Sunday that follows 9 days later. Defines "qualified merchandise" as school supplies and any article of clothing or footwear or a computer that is sold at or below certain selling prices. Sets forth criteria for transactions to qualify for the exemption. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning the definition of "telecommunications carrier".
Amends the Public Utilities Act. Makes a technical change in a Section concerning the reading of meters.
Appropriates $250,000 from the General Revenue Fund to the Department of Public Health for the purpose of awarding grants to dentists who are participating in the Departments Dental Loan Repayment Program. Effective July 1, 2008.
Appropriates $80,000,000 from the General Revenue Fund to the Department of Healthcare and Family Services for the purpose of increasing provider reimbursement rates for dental services. Effective July 1, 2008.
