Amends the State Officers and Employees Money Disposition Act. Makes a technical change in a Section concerning the deposit of State money.

Creates the Illinois Economic Development Act of 2013. Contains only a short title provision.
Creates the FY2014 Budget Implementation Act. Provides that the purpose of the Act is to make the changes in State programs that are necessary to implement the Governor's FY2014 budget recommendations. Effective July 1, 2013.
Amends the Electronic Fund Transfer Act. Makes a technical change in a Section concerning the powers of the Commissioner of Banks and Real Estate.
Amends the Juvenile Court Act of 1987. Makes a technical change in a Section concerning detention or shelter care hearings.
