Amends the Environmental Protection Act. Makes a change to the filing requirements for a person seeking a variance. Effective immediately.

Amends the Common Interest Community Association Act. Provides that provisions requiring a unit owner leasing a unit to deliver a copy of a lease to the association apply only to leases that are greater than 30 days.
Amends the Farm Mutual Insurance Company Act of 1986. Makes changes with regard to the types of financial instruments that the funds of a company operating under or regulated by the provisions of the Act may be invested in without the prior approval of the Director of Insurance.
Amends the Unified Code of Corrections. Provides that all samples used for the purpose of drug testing of Department of Corrections employees shall be collected by persons who have at least 15 (rather than 40) hours of initial training in the proper collection procedures and at least 8 hours of annual follow-up training. Provides that the training of persons who perform the drug testing must include guidelines and procedures on maintaining the integrity of the collection process, ensuring the privacy of employees being tested, ensuring the security of the specimen, and avoiding conduct or statements that could be viewed as offensive or inappropriate (rather than guidelines and procedures used for the collection process and training on the appropriate interpersonal skills required during the collection process). Provides that proficiency in the proper collection process must be demonstrated prior to certification. Effective July 1, 2014.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the strategic business development plan prepared by the Illinois Business Development Council shall include: (i) an assessment of the economic development practices of states that border Illinois and (ii) recommendations for best practices with respect to economic development, business incentives, business attraction, and business retention for counties in Illinois that border at least one other state. Effective immediately.
Amends the Illinois Insurance Code in the provision concerning a mutual company's conversion to a stock company. Provides that the mutual company's meeting to vote upon the plan of conversion shall not be set for a date less than 30 days (rather than 60 days) after the date when the notice of the meeting is mailed by the mutual company. Makes a technical correction. Effective immediately.
Amends the Condominium Property Act. Makes a technical change in a Section concerning insurance.
Amends the Illinois Insurance Code to provide that a public adjuster may not charge, agree to, or accept any compensation, payment, commissions, fee, or other valuable consideration in excess of 10% of the amount of the insurance settlement claim paid by the insurer.
Amends the Consent by Minors to Medical Procedures Act. Provides that a minor may be deemed an "unaccompanied minor" if the minor (1) is living separate and apart from his or her parents or legal guardian, whether with or without the consent of a parent or legal guardian and regardless of the duration of the separate residence, and (2) is managing his or her own personal affairs. Provides that the consent of an unaccompanied minor to a medical or surgical procedure by a health care provider is considered valid if (i) the health care provider rendering the medical or surgical procedure under the Act relied in good faith upon the representations of the minor that the minor is an unaccompanied minor or (ii) the minor is identified, verbally or in writing, as an unaccompanied minor by certain entities. Sets forth provisions concerning liabilities, minors' powers, and third parties.
Amends the Critical Health Problems and Comprehensive Health Education Act. Provides that training on how to properly administer cardiopulmonary resuscitation and how to use an automated external defibrillator shall be included as a basis for health education curricula in all secondary schools in this State and shall be a prerequisite to receiving a high school diploma. Effective July 1, 2014.
