Amends the School Construction Law. Makes a technical change in a Section concerning carry over projects.
Amends the Environmental Protection Act. Provides that the Environmental Protection Agency shall not regulate slag generated by the production of steel, which is the beneficial and intended coproduct of the steel manufacturing process and is managed as an item of value in a controlled manner and not as a discarded material, except as may be required by federal law or regulation. Changes "slag" to "coal slag" in the definition of "coal combustion waste". Provides that a beneficial use determination is not required to use steelmaking slags for land reclamation purposes.
Declares December 13, 2016 as Illinois Day of the Horse.
Amends the Illinois Insurance Code. Provides that the Director of Insurance may refuse to grant temporary insurance producer licenses to applicants from an insurance company when during a 6-month period more than 25% (currently 50%) of that company's temporary insurance producer license holders have failed to obtain insurance producer licenses prior to the expiration of their temporary insurance producer licenses.
Creates the Defense Infrastructure Improvement and Community Reinvestment Act. Creates the Defense Infrastructure Grant Program to support local infrastructure projects deemed to have a positive impact on the military value of installations within the State. Creates the Illinois Defense Reinvestment Grant Program to respond to the need for this State to work in conjunction with defense-dependent communities in developing and implementing strategies and approaches to help communities support the missions of military installations, and in developing and implementing alternative economic diversification strategies to transition from a defense economy to a nondefense economy. Defines a required term. Contains legislative findings. Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall coordinate grants and grant-based activities under the Defense Infrastructure Improvement and Community Reinvestment Act as part of its Job Training and Economic Development Grant Program.
Amends the Illinois Vehicle Code. Includes the term, "commercial ridesharing arrangement" within the meaning of "for-profit ridesharing arrangement". Amends the Ridesharing Arrangements Act. Provides for the creation of commercial ridesharing arrangements, and provides for the licensing, operation, and insurance requirements of such arrangements. Defines the terms, "commercial ridesharing arrangement", "dispatch", and "dispatcher". Makes conformity changes.
Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Insurance Code. In a provision concerning limited lines producer licenses, provides that nothing in the Code shall be construed to require a limited lines producer license or any other form or class of producer's license for financial institutions, or their employees, if the financial institution has purchased or sponsored a group credit life, credit accident and health, credit casualty, or credit property insurance policy or program, under which the financial institution enrolls or performs other administrative services to enable individuals to purchase insurance coverage under the group credit insurance policy from a licensed producer in compliance with provisions concerning license exceptions and credit life and credit accident and health insurance policies under the Code. In a provision concerning licensure requirements for financial institutions, provides that nothing in the Code or in any other law of this State shall be construed to require a financial institution, or the officers or employees of the financial institution, to become licensed under the Code in order to offer any line of insurance that is excluded from the definition of insurance under the Code if that line of insurance is offered in relation to the financial institution's banking business. Provides that for limited purposes, a financial institution, or its officers or employees, that perform administrative services related to lines of insurance excluded from the definition of insurance under the Code, including, but not limited to, marketing, sponsorship, enrollment, and insurance plan certificate issuance services, shall be deemed to be offering insurance related to the financial institution's banking business. Effective immediately.
Amends the Illinois Vehicle Code. Clarifies that for the purposes of driving under the influence (DUI), chemical testing for DUI, implied consent for chemical testing for DUI, and statutory summary suspension for refusal or failure of chemical testing for DUI, the term "drug" includes, but is not limited to, synthetic drugs enumerated under Section 204 of the Illinois Controlled Substances Act and controlled substance analogs. Defines "controlled substance analog". Effective immediately.
