Amends the Local Mass Transit District Act. Makes various changes to provisions concerning: definitions; the creation of a local mass transit district; annexation to a mass transit district; employees of a mass transit district; compensation of trustees; the powers of a local mass transit district and of the board of trustees of the district; and use and occupation taxes. Repeals a Section concerning the disconnection of territory.

Creates the State Economic Assistance Accountability Act. Provides that State economic assistance provided by the Department of Commerce and Community Affairs as an incentive to a business organization must be based on the terms of a written incentive agreement between the Department and the business organization, which agreement must identify the specific State economic assistance to be provided to the business organization during the term of the agreement. Lists terms the agreement must contain. Provides that State economic assistance incentive agreements must provide that if a business organization either fails to make the requisite level of capital investment in the project or fails to create or retain the specified number of jobs within the specified time frame, as provided under the Act authorizing the State economic assistance, the business organization shall be deemed to no longer qualify for the State economic assistance. Provides that State economic assistance must total at least $75,000 on a single project for applicability. Provides that the full content of all written incentive agreements are to be published on the Illinois Department of Commerce and Community Affairs website. Effective immediately.
Amends the Podiatric Medical Practice Act of 1987. Makes a technical change in a Section concerning the short title.
Creates the Inclusion of Women and Minorities in Clinical Research Act. Provides that in conducting or supporting a project of clinical research, a grantee receiving State funds must ensure that women and members of minority groups are included as subjects in research projects. Provides that a grantee must conduct or support outreach programs for the recruitment of women and members of minority groups as subjects in projects of clinical research. Provides for exceptions.
Amends the Criminal Code of 1961. Provides that that the statute that prohibits a person from possessing a device or attachment of any kind designed, used, or intended for use in silencing the report of any firearm and that prohibits the possession of a sawed-off rifle or shotgun, machine gun, and of certain bombs does not apply to a business entity that designs, develops, and manufactures ammunition and uses that device, attachment or weapon solely for the purpose of testing the ammunition for legitimate business purposes. Provides that the Department of State Police, upon proper determination, shall issue a certificate of exemption from the unlawful use of weapons provisions. Effective immediately.
Amends the State Lawsuit Immunity Act. Provides that an employee, former employee, or prospective employee of the State who is aggrieved by any conduct or action or inaction of the State that would constitute a violation of the federal Age Discrimination in Employment Act of 1967, the federal Family and Medical Leave Act, the federal Americans with Disabilities Act of 1990, or Title VII of the Civil Rights Act of 1964 may bring a civil action under that Act against the State. Provides that an employee of the State who is aggrieved by any conduct or action or inaction of the State that would constitute a violation of the federal Fair Labor Standards Act of 1938 may bring a civil action under that Act against the State.
Amends the Unified Code of Corrections. Prohibits the court from entering an order for supervision of a defendant who has committed a Class A misdemeanor violation relating to the manufacture, sale, or possession of equipment used in dog fighting, or of a misdemeanor violation relating to failure to provide humane care or treatment of animals, animal fighting, animal cruelty, or depictions of animal cruelty. Effective immediately.
Amends the Criminal Code of 1961. Includes a prior conviction under the laws of another jurisdiction that is similar to a violation under the laws of this State for which the defendant is guilty of a Class 4 felony for domestic battery.
Amends the Illinois Horse Racing Act of 1975. Provides that, for purposes of the Act, the term "minor" means an individual under the age of 18 years rather than an individual under the age of 17 years.
Amends the Illinois Police Training Act to provide instruction for the handling of domestic violence complaints with the guidelines developed by the Illinois Law Enforcement Training Standards Board and representatives from named State and private offices with an interest in preventing domestic violence. Amends the Illinois Domestic Violence Act of 1986 to mandate the implementation of a system for recording domestic violence calls and annually reporting the number of those calls. Provides that law enforcement officers shall also annotate signs of whether the alleged abuser was under the influence of alcohol or a controlled substance.
