CONSUMER CHOICE BENEFITS

Creates the Consumer Choice of Benefits Plan Act. Provides that an insurer may offer one or more Consumer Choice of Benefits Health Plans, which are defined as an accident or health insurance policy that, in whole or in part, does not provide state-mandated health benefits, but provides creditable coverage as defined in the Illinois Health Insurance Portability and Accountability Act. Sets out the requirements for Consumer Choice of Benefits Health Insurance Plans. Amends the Illinois Income Tax Act. Creates an employer health insurance contribution credit. Amends the Illinois Insurance Code. Creates a new Article establishing the Illinois Innovative Insurance Solutions Law. Provides that the purpose of the Article is to establish the Illinois Innovative Solutions Program where health insurance carriers develop and submit to the Director of Insurance different proposals to increase Illinois residents' access to health care coverage. Creates a new Article establishing the Illinois Health Insurance Premium Assistance Program. Provides that eligible persons may apply to the program in order to obtain rebates to pay for health insurance premiums. Amends the Managed Care Reform and Patient Rights Act. Provides that the Office of Consumer Health Insurance shall perform certain tasks related to a public awareness campaign concerning health coverage information. Creates a task force to carry out the public awareness campaign. Repeals the Small Employer Group Health Insurance Law of the Illinois Insurance Code. Effective immediately.

ST GROUP INS-LOCAL GOVT UNITS

Amends the State Employees Group Insurance Act of 1971. With respect to a unit of local government, school district, or rehabilitation facility that provides group health coverage for its employees under the Act, permits enrollment of less than 100% of employees if those not enrolled are covered under the Act's plan or another plan as spouses or dependents (now, permits less than 100% enrollment if those not enrolled are covered under the Act's plan or another plan as spouses or dependents and at least 85% of the unit's, district's, or facility's employees are enrolled in coverage under the Act's plan). Effective immediately.

$DHS-HOMELESS YOUTH SERVICES

In addition to any other amounts appropriated for this purpose, appropriates $7,000,000 from the General Revenue Fund to the Department of Human Services for the purpose of providing shelter and transitional housing and employment assistance for homeless youth. Effective July 1, 2008.

HEALTH INS CHOICE

Creates the Health Insurance Choice Act. Requires certain small employer carriers to offer health insurance choice policies to employees of eligible employers, and requires eligible employers to facilitate insurers offering the coverage. Requires eligible employers to offer their employees a group health plan. For a health insurance choice policy, establishes the maximum aggregate benefits for each enrollee and the standard required benefits. Sets forth the policy requirements. Requires employers to perform means testing to determine eligibility requirements. Designates conditions for the guaranteed renewability and availability of a health insurance choice policy. Sets forth language to be included in enrollment applications and policies. Requires insurers to provide written disclosure statements. Applies the Small Employer Health Insurance Rating Act to health insurance choice policies under certain conditions. Amends the Illinois Income Tax Act. Creates an income tax credit for taxpayers that are eligible employers under the Health Insurance Choice Act in an amount equal to 33% of the amount of any contribution made by the taxpayer towards the premium of a health insurance choice policy. Amends the Illinois Insurance Code to exempt the Health Insurance Choice Act from the Accident and Health Insurance Article of the Code. Effective immediately.

CRIME VICTIMS

Amends the Rights of Crime Victims and Witnesses Act. Provides that the victim of the crime for which the prisoner has been sentenced shall receive reasonable written notice not less than 30 (rather than 15) days prior to the parole hearing. Provides that if a victim or concerned citizen has registered an objection to parole of an inmate, the victim or concerned citizen may receive a copy of the most recent written submissions that the inmate filed in requesting parole. Amends the Sexually Violent Persons Commitment Act. Includes in the definition of sexually violent offense, first degree murder, if it is determined by the agency with jurisdiction that a sexually violent offense was committed during the same course of criminal conduct as the first degree murder and that relevant and reliable evidence shows that the sexually violent offense was committed by the inmate or by a person for whom the inmate was legally accountable if the inmate aided, encouraged, or abetted the sexually violent offense for the inmate's own personal sexual gratification. Amends the Unified Code of Corrections. Changes procedures relating to parole hearings. Effective immediately.
