Amends the School Code. Requires the State Board of Education to, on or before January 1, 2027, submit a report to the General Assembly regarding the status and availability of agricultural education programs in the State. Effective immediately.
Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. Provides that those loans shall be paid out of certain locally held funds established by the Illinois Finance Authority. Provides that loans for the purchase of fire trucks may not exceed $750,000 per truck. Provides that loans for the purchase of ambulances may not exceed $350,000 to any fire department, fire protection district, or non-profit ambulance service. Makes other changes.
Creates the Better Social Media Feeds Act. Provides that a covered online platform that deploys an algorithmic recommender system shall prominently and conspicuously provide on its website, service, or application: (1) a list of each algorithmic recommender system in use by the covered online platform; (2) a description of each input to each algorithmic recommender system; and (3) the weights used in each algorithmic recommender system. Provides that, for all services, products, and features where a covered online platform makes use of an algorithmic recommender system that uses personal data, the algorithmic recommender system shall be configured, by default, to maximize one or more long-term user value metrics. Sets forth provisions concerning covered minors and long-term assessments. Provides that a violation of the Act constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. Effective January 1, 2027.
Amends Illinois Income Tax Act. Creates a legacy tax credit for businesses that are headquartered in the State. Creates an employee tax credit and a collective bargaining employee tax credit. Effective immediately.
Amends the Fire Investigation Act. Directs the Office of the State Fire Marshal to investigate the cause, origin, and circumstances of a fire or an explosion in which fire is presumed to be a contributing factor in a death, and lists related procedures and requirements. Provides that the reporting of fires, hazardous material incidents, and other incidents shall be based upon the nationally recognized standards of the United States Fire Administration's National Emergency Response Information System (rather than the National Fire Incident Reporting System). Effective immediately.
Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services' Inspector General to, at the request of the Secretary of Early Childhood, exercise one or more specified statutory powers as if those powers related to the Department of Early Childhood. Requires the Inspector General to report his or her findings to the Secretary of Early Childhood.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying on or after January 1, 2027, the exclusion amount shall be the applicable exclusion amount calculated under Section 2010 of the Internal Revenue Code as that Section exists on the effective date of the amendatory Act, including the inflation adjustment and including any deceased spousal unused exclusion amount (currently, the exclusion amount for Illinois estate tax purposes is $4,000,000). Effective immediately.
Amends the Revised Uniform Unclaimed Property Act. Includes within the definition of "property" any overpayment made by any person to a government, governmental subdivision, agency, or instrumentality, including, but not limited to, a payment for any tax, license, or fee that was made in excess of the amount ultimately required of the payor. Provides that the changes made by the amendatory Act is a restatement and clarification of existing law. Effective immediately.
Amends the Department of Veterans Affairs Act. Requires all service officers and any supervisors, including the field manager, within the field division to be currently serving reservists or national guardsmen in good standing or honorably discharged veterans from service in the Armed Forces of the United States, active or reserve component. Removes a requirement that service officers and supervisors serve during a time of hostilities with a foreign country and meet one or more listed conditions.
Amends the Law Enforcement Officer-Worn Body Camera Act. Provides that a law enforcement agency shall disclose a recording made with the use of an officer-worn body camera, upon request, to (i) the subject of the encounter captured on the recording, (ii) the legal representative of the subject of the encounter captured on the recording, (iii) the officer who wore the camera that made the recording, (iv) the legal representative of the officer who wore the camera that made the recording, (v) a person who has written permission from the subject of the encounter to receive the recording, or (vi) a person who has written permission from the officer who wore the camera that made the recording to receive the recording. Provides that all recordings made with an officer-worn body camera may (rather than must) be destroyed after 90 days, unless any encounter captured on the recording has been flagged. Makes changes to the definition of "law enforcement officer" in the Act. Amends the Eavesdropping Article to the Criminal Code of 2012. Provides that recordings made in accordance with the Law Enforcement Officer-Worn Body Camera Act are exempt from the Article. Effective immediately.
