Amends the Children's Health Insurance Program Act and the Illinois Public Aid Code. In connection with eligibility for the KidCare program, sets an asset limit of $10,000, excluding the value of the child's residence and the value of a vehicle (other than a recreational vehicle) used for transportation. Requires that changes in income or other circumstances be reported within 30 days (instead of promptly), and provides that a failure to report is a Class A misdemeanor with a maximum fine of $10,000 under the public assistance fraud provisions of the Illinois Public Aid Code; also provides for repayment of an amount equal to benefits that were wrongly received. Requires the Department of Public Aid to adopt rules within 60 days. Makes the reporting, penalty, and rulemaking provisions also applicable to the FamilyCare program. Effective immediately.

Amends the Illinois Public Aid Code. Makes technical changes in a Section describing the termination of the AFDC program and the beginning of the TANF program.
Amends the Open Meetings Act. Provides that, in the case of a civil action brought to enforce the Act, the court shall (now, may) conduct an in camera examination of the verbatim record of a closed meeting as it finds appropriate in order to determine whether there has been a violation of the Act and, in the case of a criminal proceeding, shall (now, may) conduct an in camera examination of the verbatim record of a closed meeting in order to determine what portions, if any, must be made available to the parties for use as evidence in the prosecution. Effective January 1, 2005.
Amends the IMRF and State Employees Articles of the Illinois Pension Code. Provides that a person who is eligible for the alternative (State Police) retirement annuity under the State Employees Article by virtue of employment as an investigator for the Department of Revenue may transfer certain service credit as a state's attorney or assistant state's attorney and as a sheriff's law enforcement employee from the IMRF Article to the State Employees Article. Effective immediately.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning sulfur dioxide emission standards.
Amends the Unified Code of Corrections. Provides that a person charged with a Class A misdemeanor violation of sexual exploitation of a child may not receive a disposition of supervision.
Creates the Village of Strasburg Tax Levy Validation (2004) Act. Validates the 2003 tax levy ordinance and supplemental or deficiency tax levy ordinance adopted in 2004 and the taxes assessed, levied, and extended thereon by the Village of Strasburg if it meets certain criteria. Provides that no 2003 tax levy or supplemental or deficiency levy, however, is validated to the extent it would have exceeded the maximum amount the district could have levied under the Property Tax Extension Limitation Law if the tax levy ordinance or supplemental or deficiency levy ordinance had been adopted and filed in due time in calendar year 2003. Validates the use for normal operating expenses by the Village of any tax revenue for the calendar year 2003 intended for the payment of principal and interest on outstanding bonds, and validates the use of revenue generated from tax anticipation warrants to make bond payments. Amends the Property Tax Code to provide that the Property Tax Extension Limitation Law and the Truth in Taxation Law are subject to the Village of Strasburg Tax Levy Validation (2004) Act. Effective immediately.
Amends the Environmental Protection Act. Reduces the amounts various fees to be collected by the Environmental Protection Agency. Sets forth new procedures for the collection of NPDES fees and requires that all moneys collected from the fees be deposited into the Illinois Clean Water Fund. Repeals Sections concerning air pollution operating permit fees and fees for water quality certification. Amends the State Finance Act to create the Illinois Clean Water Fund. Effective immediately.
Amends the Illinois Public Aid Code. Makes a technical change in a Section concerning the purpose of the "Medicaid" Article.
Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Makes technical changes in a Section concerning the short title.
