Amends the Criminal Code of 1961 in relation to theft by a lessee. Provides that the trier of fact may infer evidence (rather than that it is prima facie evidence) that a person intends to deprive the owner permanently of the use or benefit of the property (rather than "knowingly obtains or exerts unauthorized control over property of the owner") (1) if a lessee of the personal property of another fails to return it to the owner within 5 (rather than 10) days after written demand from the owner for its return or (2) if a lessee of the personal property of another fails to return it to the owner within 24 hours after written demand from the owner for its return and the lessee had presented identification to the owner that contained a materially fictitious name, address, or telephone number.

Appropriates $64,200,000 from the General Revenue Fund to the Department on Aging for vendors of homemaker, chore, and housekeeping services to increase the wages paid to employees who provide homemaker, chore, and housekeeping services and to provide health insurance coverage to those employees and their dependents. Effective immediately.
Creates the Genetic and Metabolic Diseases Advisory Committee Act. Provides that the Director of Public Health shall create the Genetic and Metabolic Diseases Advisory Committee to advise the Department of Public Health regarding issues relevant to newborn screenings of metabolic diseases. Amends the State Finance Act to exempt the Metabolic Screening and Treatment Fund from transfers made by the Governor to the General Revenue Fund. Amends the Phenylketonuria Testing Act. Provides that beginning July 1, 2008, the Department of Public Health shall provide all newborns with expanded screening tests for the presence of Lysosomal Storage Disorders known as Krabbe, Pompe, Gaucher, Fabry, and Niemann-Pick. Effective immediately.
Amends the Methamphetamine Precursor Control Act. Provides that a person who uses a false, unlawfully altered, fictitious, or fraudulent driver's license or other government-issued identification to purchase any targeted methamphetamine precursor is guilty of a Class 4 felony.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Amends the Mental Health and Developmental Disabilities Code. Provides that "person subject to involuntary admission" includes (i) a person with mental illness and who because of his or her illness is reasonably expected to engage in dangerous conduct (instead of reasonably expected to inflict serious physical harm upon himself or herself or another in the near future) and (ii) a person with mental illness who, because of the nature of his or her illness, is unable to understand his or her need for treatment and who, if not treated, is reasonably expected to suffer or continue to suffer mental deterioration or emotional deterioration, or both, to the point that the person is reasonably expected to engage in dangerous conduct. Defines "dangerous conduct" as threatening behavior or conduct that places another individual in reasonable expectation of being harmed, or a person's inability to provide, without the assistance of family or outside help, for his or her basic physical needs so as to guard himself or herself from serious harm.
Amends the Illinois Public Aid Code. In provisions concerning child care for TANF recipients, provides that in determining income eligibility for child care benefits, the Department of Human Services shall specify an income threshold of no less than 55% (instead of 50%) of the then-current State median income for each family size. Provides that a co-payment for child care services may not exceed 7% of a family's income.
Amends the Counties Code. Provides that a county may appropriate funds from the county treasury and expend those funds for economic development purposes. Effective immediately.
