Amends the Children with Disabilities Article of the School Code. Provides that the State Board of Education shall have no authority to adopt any administrative rules that establish or limit the class size or ratio of the student population of a general education class for special education students receiving services in general education classes beyond what may be required by federal rule or law, unless the Board fully funds the cost of additional teachers and other staff that are required by such class-size limitations. Limits the Board's authority to adopt any administrative rules that establish or limit the class size of special education classes. Defines "special education classes". Requires that any rule in effect on the effective date of this amendatory Act establishing or limiting the class size or ratio of the student population of general education classes for special education students receiving services in general education classes or establishing or limiting the class size of special education classes is null and void on the effective date of this amendatory Act. Effective immediately.

Amends the Workers' Compensation Act. Provides that any petition for leave to appeal from a judgment of the 5-judge panel of the Appellate Court designated to hear and decide cases involving review of Illinois Workers' Compensation Commission orders shall not require certification by the Appellate Court and shall be filed within the time allowed for filing a petition for rehearing in accordance with Supreme Court Rule 315(b).
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning liability insurance.
Amends the Counties Code. Makes a technical change in a Section concerning board meetings.
Amends the Township Code. Makes various changes to provisions authorizing a township board to establish the monthly rate charged for the use of a waterworks system or sewerage system or a combined waterworks and sewerage system. Authorizes a township board to impose, upon a user who is outside of the township's geographical boundaries or the township's facility planning area, a 25% surcharge above the monthly user rates charged to users who are within the township and the township's facility planning area. Authorizes a township board to impose fees for connection to a sewerage system in amounts based on the size of the water meter to be installed. Contains provisions regarding: plan review fees, inspection fees, and acreage fees, and connection fees for a user who is outside of the township's geographical boundaries or the township's facility planning area. Amends the Illinois Municipal Code to make similar changes regarding fees charged by the corporate authorities of a municipality operating a waterworks or sewerage system. Effective immediately.
Urges the State Board of Education to opt out of the new Common Core State Standards and requests that the State Board of Education and General Assembly work together to create a viable plan to provide funding to school districts that need improvements and modernizations to comply with the new Common Core State Standards and the Partnership for Assessment of Readiness for College and Careers.
Urges Clean Line Energy Partners, LLC to not file an application for eminent domain proceedings and urges State and federal courts to reject any request for eminent domain authority.
Amends the Illinois Vehicle Code. Defines "secondary vehicle" as a motor vehicle of the first division or motor vehicle of the second division weighing 8,000 pounds or less that is used less than 5,000 miles per registration year. Provides that an owner of a secondary vehicle may register the vehicle as a secondary vehicle and shall complete at the time of registration and at any subsequent annual registrations an odometer certification verifying the vehicle's mileage use. Provides that a vehicle registered as a secondary vehicle is not required to display a front license plate on the secondary vehicle. Effective immediately.
Amends the Workers' Compensation Act. Adds definitions of "accident" and "injury". Provides that an injury is a condition that arises out of and in the course of employment, and adds provisions concerning establishment of an injury. Establishes the manner of computing compensation for partial disability, with a maximum cumulative compensation of 500 weeks. Provides that injuries to the shoulder and hip are deemed to be injuries to the arm and leg respectively. Provides for the computation of compensation when there are multiple employers and when there is less than full-time work.
Amends the Workers' Compensation Act. Provides that an employee who is required to travel in connection with his or her employment and who suffers an injury while in travel status is eligible for benefits only if the injury arises out of and in the course of employment while he or she is actively engaged in the duties of employment. Defines "accident" and "injury". Provides that "injury" includes the aggravation of a pre-existing condition by an accident arising out of and in the course of the employment, but only for so long as the aggravation of the pre-existing condition continues to be the major contributing cause of the disability. Provides that an injury resulting directly or indirectly from idiopathic causes is not compensable. Effective immediately.
