Amends the Illinois Highway Code. In a provision providing that the Illinois Department of Transportation may establish the approximate locations and widths of rights of way for future additions to the State highway system to inform the public and prevent costly and conflicting development of the land involved, requires the filing of an environmental impact study along with a notice of approval of the map and a copy of the map in the office of the recorder for all counties where the land needed for future additions is located. Requires the Department to hold public hearings to discuss the viability and feasibility of each protected corridor not more than 10 years after the protected corridor is established in accordance with the provisions of the Code, and not later than the expiration of each 10-year period after the establishment of the protected corridor. Requires the Department to give due consideration to the information obtained at that hearing and to abolish the protected corridor if construction of the roadway is no longer feasible. Effective immediately.

Amends the School Code. Requires a school board to work in concert with the Illinois High School Association to develop guidelines and other pertinent information and forms to inform and educate coaches, student athletes, and these athletes' parents and guardians of the nature and risk of concussions and head injuries, including continuing to play after a concussion or head injury. Requires the concussion and head injury information sheet to be signed and returned by a student athlete and the athlete's parent or guardian prior to the student athlete's initiating practice or competition. Provides that a school board shall adopt a policy requiring a student athlete who is suspected of sustaining a concussion or head injury in a practice or game to be removed from competition at that time. Requires the policy to provide that a student athlete who has been removed from play may not return to play until the student athlete is evaluated by a licensed health care provider trained in the evaluation and management of concussions and head injuries and the student athlete receives written clearance to return to play from that health care provider.
Amends the Truth in Health Care Professional Services Act. Provides that health care professionals and licensee as defined in the Truth in Health Care Professional Services Act applies to individuals who work in a hospital or in an ambulatory surgical treatment center as defined by the Ambulatory Surgical Treatment Center Act. Effective immediately.
Amends the Firearm Owners Identification Card Act. Provides that the regulation of the acquisition, possession, transportation, storage, purchase, selling, and dealing in rifles and shotguns legally purchased or possessed under federal and State law and their ammunition, components, accessories, and accoutrements is an exclusive State power and function and may not be exercised by units of local government, including home rule units. Provides that the regulation by units of local government, including home rule units, of gun shows and firearm sales to gun club members is limited to imposing licensing fees and occupation and use taxes that are the same for other sporting goods businesses.

Amends the Workers' Compensation Act. Defines "accident" and "injury." Deletes language allowing rebuttable presumptions for an employee employed as a firefighter, emergency medical technician (EMT), or paramedic. Deletes language allowing an employee to secure his own physician, surgeon and hospital services at the employer's expense. Provides that the employer shall choose all necessary medical, surgical and hospital services reasonably required to cure or relieve from the effects of the accidental injury at the employer's expense, except upon a finding by the Commission that the employer's choice of medical care threatens life, health, or recovery, then the employee may choose a second physician, surgeon, and hospital services at the employer's expense. Provides for a waiver of employee privacy for the employer to obtain necessary decision making information. Provides for a wage differential award and that such award shall cease when the employee reaches the full retirement age as defined by the Social Security Administration. Provides for reimbursement of out-of-state procedures, treatments, services, products or supplies. Provides for a new medical fee schedule after January 1, 2012, in accordance with the Medicare payment systems (160%). Moves the utilization review program registration and administration to the Department of Insurance. Makes numerous changes regarding employee intoxication, partial or total disability, implants, employment verification documents, and other changes.

Calls upon the U.S. Attorney or the Federal Bureau of Investigation, or both, to investigate specified matters involving the Illinois Workers' Compensation Commission.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the computation of time.
Amends the Downstate Teacher Article of the Pension Code. Changes the membership of the board of trustees from 13 to 11. Provides that the Governor shall appoint 4 members (instead of 6 members). Makes changes in the provisions concerning terms of office for the appointed members. Terminates the terms of members of the Board who are appointed by the Governor, including temporary appointees, on the effective date of the amendatory Act and removes language that would allow the current members to hold over in office for 60 days.
