Amends the Project Labor Agreements Act. Prohibits the State Board of Education and the Capital Development Board from requiring a project labor agreement for any school construction project or grant. Authorizes a board of education to exempt any school construction project from the requirements of the Act. Amends the General Assembly, State Employees, State Universities, Downstate Teachers, and Judges Articles of the Illinois Pension Code. Prohibits employees, except in certain circumstances, from receiving a retirement annuity before age 62. Changes the conditions of eligibility for, and the amount of, automatic annual increases in retirement annuities. Caps pensionable salary and compensation. Suspends the accrual of benefits in traditional and portable benefit packages. Establishes a self-managed plan for each State-funded retirement system. Requires affected participants to participate in the self-managed plans with respect to future service. Shifts normal costs to local school districts if certain mandates are funded. In various Articles, excludes new hires of certain government-related organizations from participation in State retirement systems. Amends the School Code. Makes changes in provisions concerning mandates for public and private schools. Repeals the Driver's Education Act. Amends the Illinois Educational Labor Relations Act. Prohibits school districts from entering into, amending, or renewing certain technology-related collective bargaining agreements. Amends the Prevailing Wage Act. Provides that a board of education may exempt school construction projects undertaken in the district from the Act. Amends the State Mandates Act to require implementation without reimbursement. Makes other changes. Effective immediately.

Amends the Firearm Concealed Carry Act. Deletes provision prohibiting a licensee from knowingly carrying a firearm on any real property under the control of the Cook County Forest Preserve District. Effective immediately.
Amends the Unemployment Insurance Act. Provides that an individual shall be ineligible for benefits for any week in a benefit year which begins on or after January 1, 2014, unless, subsequent to the beginning of his immediately preceding benefit year with respect to which benefits were paid to him or her, he or she was reemployed and had earnings equal to or in excess of his or her current weekly benefit amount in each of four calendar weeks that are either for services in employment, or have been or will be reported pursuant to the provisions of the Federal Insurance Contributions Act by each employing unit for which such services are performed and that submits a statement certifying to that fact.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
Amends the Township Code. Provides that a township board may by ordinance establish and collect a charge for connection to a waterworks system or sewerage system, or combined waterworks and sewerage system, to new users. Prohibits the charge from exceeding 1/6 of the user's estimated annual charges for that class of service. Makes similar changes in the Illinois Municipal Code.

Amends the Wildlife Code. Provides that trapped beaver, river otter, weasel, mink, or muskrat may be killed with a .22 caliber or a smaller rifle. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a 3-axle truck mixer registered as a Special Hauling Vehicle, used exclusively for the mixing and transportation of concrete in the plastic state, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that a 3-axle combination sewer cleaning jetting vacuum truck registered as a Special Hauling Vehicle, used exclusively for the transportation of non-hazardous solid waste, may, when laden, transmit upon the road surface, except when on part of the National System of Interstate and Defense Highways, the following maximum weights: 22,000 pounds on a single axle; 40,000 pounds on a tandem axle; and 54,000 pounds gross weight on a 3-axle vehicle. Provides that both of these vehicles are not subject to the bridge formula. Removes provisions limiting to vehicles manufactured before or in the model year of 2014 and first registered in Illinois before January 1, 2015 the applicability of weight limit exceptions for certain 4-axle special hauling vehicles. Effective immediately.
