UNEMPLOY INS-AGRICULTURE-ALIEN

Amends the Unemployment Insurance Act. In provisions including certain service performed in agricultural labor in the definition of the term "employment", excludes service performed in agricultural labor by an individual who is an alien admitted to the United States to perform service in agricultural labor pursuant to Sections 214(c) and 101(a)(15)(H) of the Immigration and Nationality Act.

CT CLAIMS&DUTY-BENEFIT

Amends the Court of Claims Act and the Line of Duty Compensation Act. Provides that in any case for which benefits have not been paid within 6 months of the claim being filed in accordance with the Line of Duty Compensation Act, which is pending as of the effective date of the amendatory Act, and in which there are 2 or more beneficiaries, at least one of whom would receive at least a portion of the total benefit regardless of the manner in which the Court of Claims resolves the claim, the Court shall direct the Comptroller to pay the minimum amount of money which the determinate beneficiary would receive together with all interest payment penalties which have accrued on that portion of the award being paid within 30 days of the effective date of the amendatory Act.

CNTY CD-OCCUPATION TX PROCEEDS

Amends the Counties Code concerning the Special County Retailers' Occupation Tax For Public Safety or Transportation. Authorizes counties to share tax proceeds received for public safety purposes, including proceeds received before the effective date of this amendatory Act, with any fire protection district located in the county. Effective immediately.

PROMPT PAYMENT-MH/DD SERVICES

Amends the State Prompt Payment Act. Includes within the definition of "goods or services", prevention, intervention, or treatment services and supports for persons with developmental disabilities, mental health services, alcohol and substance abuse services, rehabilitation services, and early intervention services provided by a vendor, which includes but is not limited to a licensed community-based provider but does not include a licensed hospital, a unit of local government, or a university. Effective immediately.

HUNTING LICENSE-NO FELONS

Amends the Wildlife Code. Provides that no permit or license may be issued, for the taking with a firearm of wildlife protected under the Code, to any convicted felon, any person subject to an order of protection prohibiting him or her from possessing a firearm, any person convicted within the previous 5 years of battery, assault, aggravated assault, or violation of an order of protection in which a firearm was used or possessed, any person convicted of domestic battery on or after the effective date of the amendatory Act, any person convicted within the previous 5 years of domestic battery committed before the effective date of the amendatory Act, or any person not an adult who had been adjudicated a delinquent minor under the Juvenile Court Act of 1987 for the commission of an offense that if committed by an adult would be a felony.

COUNTIES-NO HOME RULE

Proposes to amend the Local Government Article of the Illinois Constitution. Deletes the authority of any county to be a home rule unit. Effective upon being declared adopted.
