Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning assistance with exports.
Amends the Illinois Insurance Code. Provides that accident and health insurance policies that provide coverage for prescribed orally-administered cancer medications and intravenously administered or injected cancer medications shall ensure that the applicable financial requirements and treatment limitations are no more restrictive than the financial requirements and treatment limitations applied to intravenously administered or injected cancer medications that are covered by the policy. Provides that an insurer cannot achieve compliance with the coverage mandate by increasing financial requirements or imposing more restrictive treatment limitations on prescribed orally-administered cancer medications or intravenously administered or injected cancer medications covered under the policy. Effective immediately.
Amends the Illinois Petroleum Education and Marketing Act. Extends the Illinois Petroleum Resources Board applicability to January 1, 2018 from January 1, 2016. Effective immediately.
Mourns the death of United States Army Sergeant Michael Bartley of Barnhill.
Amends the River Conservancy Districts Act. With respect to the board of a district embracing Franklin and Jefferson counties, ends the terms of all current trustees. Provides for appointment of new trustees by the presiding officers of the county boards and mayors or village presidents of municipalities, each with the advice and consent of the governing body. Limits the number of trustees per political party. Provides for the resident circuit judges to jointly appoint a trustee, and that trustee is the chairperson. Provides for the length of initial terms. Effective January 1, 2010.
Proposes to amend the General Provisions Article of the Illinois Constitution to provide that a marriage can only be between one man and one woman. Provides that the uniting of persons of the same sex in a civil union, domestic partnership, or other similar same sex relationship shall not be valid or recognized in Illinois. Effective upon being declared adopted.
Amends the Surface Coal Mining Land Conservation and Reclamation Act. Provides that in the case of mined lands that are reclaimed and put back in agricultural production upon completion of mining activities, mine operators must reimburse landowners and tenants for any real production losses and increases in cost of federal crop insurance due to the subsidence. Sets out requirements for landowners and tenants in order to prove production losses warranting reimbursement. Effective January 1, 2010.
Amends the Illinois Municipal Code. In a Section authorizing the corporate authorities of a municipality to borrow money from any bank or other financial institution, adds to the definition of "financial institution" any regional planning commission or joint regional planning commission established in accordance with the Counties Code. Effective immediately.
Amends the Illinois Seed Law. Makes a technical change in a Section concerning the labeling of coated agricultural seeds.
