EDUC LABOR REL-FAIR SHARE

Amends the Illinois Educational Labor Relations Act. Provides that, if a collective bargaining agreement that includes a fair share clause expires or continues in effect beyond its scheduled expiration date pending the negotiation of a successor agreement, then the employer shall continue to honor and abide by the fair share clause until a new agreement that includes a fair share clause is reached. Provides that failure to honor and abide by the fair share clause for the benefit of any exclusive representative shall be a violation of the duty to bargain and an unfair labor practice. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

ILLINOIS AGRABILITY ACT

Creates the Illinois AgrAbility Act. Provides that the Department of Agriculture, in cooperation with the University of Illinois Extension, shall contract with a non-profit disability service provider or other entity that assists disabled farmers, to establish and administer the Illinois AgrAbility Program in order to assist individuals who are engaged in farming or an agriculture-related activity and who have been affected by disability. Sets forth services to be provided by the Illinois AgrAbility Program. Sets forth eligibility requirements for the Program. Creates the Illinois AgrAbility Fund, a special fund created in the State treasury and, subject to appropriation, provides that moneys in the Fund may be expended for the Illinois AgrAbility Program and for no other purpose. Requires the University of Illinois Extension to submit certain documents to the Department of Agriculture. Amends the State Finance Act to create the Illinois AgrAbility Fund. Effective immediately.

WILDLIFE-NON-RESIDENT AUCTION

Amends the Wildlife Code. Provides that any person who does not possess a non-resident fur buyer permit must obtain a non-resident auction participation permit to deal in green hides at auctions. Sets fees. Makes other changes.

AG-SOYBEAN MARKETING BOARD

Amends the Soybean Marketing Act. Adds 6 at large members to the soybean marketing program operating board of directors. Provides for their election by producers at annual meetings from nominees selected by the operating board.

CON AMEND SAME SEX MARRIAGE

Proposes to amend the General Provisions Article of the Illinois Constitution to provide that a marriage can only be between one man and one woman. Proposes any relationship between persons of the same sex in a civil union, domestic partnership, or other similar same sex relationship shall not be valid or recognized in Illinois. Effective upon being declared adopted.

HUNTING HERITAGE PROTECTION

Creates the Illinois Hunting Heritage Protection Act. Provides that, subject to limitations, State public lands shall be open to access and use for recreational hunting. Provides that State public land management decisions and actions should, to the greatest practical extent, result in no net loss of land area available for hunting opportunities on State public lands. Provides that by October 1 of each year, the Governor shall submit a report pertaining to areas that have been closed to recreational hunting, the reasons for the closures, and areas that were opened to recreational hunting to compensate for those areas that were closed. Provides that no withdrawal, change of classification, or change of management status that effectively closes 100 or more acres of State public land to access or use for recreational hunting may take effect, unless the Governor has submitted written notice of the withdrawal or change to the General Assembly. Effective immediately.

CRIM CD-FIREARM TRACING

Amends the Criminal Code of 1961. Provides that a law enforcement agency that requests a firearms trace, within a reasonable time, but no later than 60 days after the termination of the investigation for which the trace was initiated or records were requested or immediately upon the initiation of criminal proceedings, shall serve the person who was the subject of a records request or search with an inventory containing certain information. Permits the circuit court, upon a motion filed by the person who is the subject of a records request or search, to order the destruction of all records associated with the trace request, except those required to be kept under the federal Gun Control Act of 1968, the Criminal Code of 1961, the Firearm Owners Identification Card Act, or those records pertaining to an open and active criminal investigation or proceeding. Effective immediately.
