Amends the Electrologist Licensing Act. Provides that nothing in the Act shall be construed to prevent a person employed as a medical assistant by a physician licensed to practice medicine in all its branches from assisting the physician in the practice of electrology (now, nothing in the Act shall be construed to prevent a person functioning as an assistant to a person licensed to practice medicine in all its branches from providing electrology services), and that the Act does not authorize an unlicensed person to provide electrology services.

Amends the Wildlife Code. Provides an exemption from the trapping license fee for any Illinois resident who has served as an active duty member of the United States Armed Forces, the Illinois National Guard, or the Reserves of the United States Armed Forces. Effective immediately.
Amends the Prevailing Wage Act. Provides that "public works" includes any construction, demolition, remediation, or renovation that requires a permit issued by the Illinois Environmental Protection Agency with an aggregate amount of work in excess of $250,000. Effective immediately.
Amends the Counties Code concerning the Special County Retailers' Occupation Tax For Public Safety or Transportation. Authorizes counties to share tax proceeds received for public safety purposes, including proceeds received before the effective date of this amendatory Act, with any fire protection district located in the county. Effective immediately.
Directs the Auditor General to conduct a performance audit of State moneys provided by or through State agencies to Heartland Human Services.
Amends the Pharmacy Practice Act. Makes a technical change in a Section concerning a record of proceedings.
Amends the Firearm Owners Identification Card Act. Makes a technical change in the Section relating to grounds for denying an application for and for revoking and seizing a Firearm Owner's Identification Card.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Amends the Department of Veterans Affairs Act. Creates the office of Veterans' State Employment Ombudsman within the Department. Provides that the Ombudsman shall monitor hiring done through the Department of Central Management Services and other State agencies to ensure that veterans' hiring preferences are being followed.
Amends the Illinois Seed Law. Makes a technical change in a Section concerning the labeling of coated agricultural seeds.
