Amends the State Finance Act. Prohibits the Wireless Carrier Reimbursement Fund from being subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would in any way transfer any amount from that Fund into any other fund of the State. Effective immediately.
Designates the portion of Illinois Route 49 from Illinois Route 9 in Rankin to Cissna Park as the "Sgt. Gary "Randy" Scott Memorial Highway".
Amends the Emergency Medical Services (EMS) Systems Act. Provides that an EMS System's protocols for the bypassing of or diversion to a hospital, trauma center, or regional trauma center must allow for the transport of a patient to another healthcare facility if that facility can provide appropriate medical treatment for that person.
Amends the Tax Increment Allocation Redevelopment Act. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on April 28, 2003 by the City of Gibson City must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the Open Meetings Act. Authorizes an elected or appointed member of a public body of a park district, forest preserve district, or conservation district to satisfy the training requirements of the Act through an alternative training arrangement sponsored or conducted by the Illinois Association of Park Districts. Sets forth requirements for the alternative course of training. Effective immediately.
Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.
Amends the Illinois Vehicle Code. Provides that the Secretary of State may issue Blue Star Banner plates to residents of Illinois that have a spouse, parent, sibling, or child actively serving in the United States Armed Forces.
