CIV PRO-ADMISSABILITY-PHOTOS

Amends the Code of Civil Procedure. Provides that in an action concerning a motor vehicle accident in which a personal injury or property damage is in issue, a photograph of a motor vehicle or other property is deemed relevant and admissible into evidence if authenticated by a lay or occurrence witness with personal knowledge that the photograph accurately portrays the vehicle or property as it appeared before or after the accident. Provides that it is not necessary that an expert or opinion witness testify about the photograph's relevance or any correlation between the vehicular or property damage and the claimed injury which may have been caused by the incident which caused the property damage.

CRIM CD-VEHICLE FORFEITURE

Amends the Criminal Code of 2012. Provides for the seizure of a vessel, vehicle or aircraft used with the knowledge and consent of the owner in the commission of home repair fraud or aggravated home repair fraud.

REENACT 94-677 INSUR INTEREST

Amends the Code of Civil Procedure and the Good Samaritan Act to reenact certain provisions of Public Act 94-677, which was declared to be unconstitutional by the Illinois Supreme Court in Lebron v. Gottlieb Memorial Hospital. Includes explanatory and validation provisions. Makes changes relating to the reenactment. Also makes these substantive changes: Amends the Code of Civil Procedure to lower the rate of interest payable on judgments and to delay the accrual of interest in certain cases where a federal Medicare lien may exist against the judgment. Effective immediately.

HIGHER ED-PREPD TUITION-CERTFY

Amends the Illinois Prepaid Tuition Act. Requires public institutions of higher education to certify the future costs of tuition and mandatory fees at the public institution of higher education. Effective immediately.
