SAVINGS & RESIDENTIAL REG FUND

Amends the Illinois Savings and Loan Act of 1985. Provides that if the amount remaining in the Savings and Residential Finance Regulatory Fund at the end of any fiscal year exceeds 25% of the total actual administrative and operational expenses incurred under the Illinois Savings and Loan Act of 1985, the Savings Bank Act, and the Residential Mortgage License Act of 1987 for that fiscal year, then the excess shall be credited to those institutions and entities that paid fees into the Fund and shall be applied against their fees for the subsequent fiscal year. Requires that the amount credited be in the same proportion that the fees paid by the institution or entity in that fiscal year bears to the aggregate of fees collected by the Director of the Division of Banks and Real Estate of the Department of Financial and Professional Regulation under the Illinois Savings and Loan Act of 1985, the Savings Bank Act, and the Residential Mortgage License Act of 1987 for the same fiscal year. Effective immediately.

S&L-SAVINGS BANK-USE OF NAME

Amends the Illinois Savings and Loan Act of 1985 and the Savings Bank Act. Prohibits any person or group of persons from (1) using the name of an existing savings and loan association or savings bank when marketing or soliciting business from customers or prospective customers if the name is used without the written consent of that association or savings bank or (2) using a name that is similar to that of an existing savings and loan association or savings bank when marketing to or soliciting business from customers or prospective customers if the similar name is used in a manner that would cause a reasonable person to believe that the existing association or savings bank originated, endorsed, or is in any other way responsible for the marketing material or solicitation. Authorizes the Secretary of Financial and Professional Regulation to issue cease and desist orders for violation of these provisions. Imposes civil penalties for violation of the these provisions and for violation of the cease and desist order. Authorizes the Department of Financial and Professional Regulation to adopt rules to administer the provisions. Makes other changes. Effective immediately.

MEDICAID-AUTISM SERVICES

Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall extend traditional services under the Medicaid program to individuals with autism. Provides that these services shall include, but need not be limited to, applied behavioral therapy, speech services, and other necessary healthcare services. Effective immediately.

HUMAN RIGHTS-COURT ACTIONS

Amends the Illinois Human Rights Act. Eliminates language providing that questions of credibility shall be considered by the Department of Human Rights in determining whether there is substantial evidence that a civil rights violation has been committed. Provides that review of certain decisions of the Director of Human Rights shall be conducted by the Human Rights Commission, rather than the Chief Legal Counsel of the Department. Provides that a civil action arising under the Employment Article or the Additional Civil Rights Violations Article of the Act may be commenced 180 days after the filing of a charge with the Department, regardless of the Department's findings, if any. In provisions authorizing a civil action under the Employment Article, Real Estate Transactions Article, or Additional Civil Rights Violations Article, provides that the plaintiff or the defendant may demand a trial by jury. Effective January 1, 2006, except some provisions are effective immediately.

INC TX-DEPRECIATION

Amends the Illinois Income Tax Act. Sets forth procedures for calculating the deduction for the depreciation of property for which a bonus depreciation deduction was taken from the taxpayer's federal adjusted gross income. Effective immediately.
