CRIM-AGG ASSAULT-FIREARM-VEHIC

Amends the Criminal Code of 1961. Provides that aggravated assault committed by the discharge of a firearm from a motor vehicle is a Class 3 (rather than a Class 4) felony. Effective immediately.

FOOD FARMS AND JOBS ACT

Creates the Illinois Food, Farms, and Jobs Act and the Illinois Local and Organic Food and Farm Task Force. Sets out the composition of the Task Force. Provides that the Task Force shall develop a plan for expanding and supporting a State local and organic food system and for assessing and overcoming obstacles to an increase in locally grown food and local organic food production. Sets out the contents of the plan. Amends the State Finance Act to create the Illinois Local Organic Food and Farm Fund. Effective immediately.

CRIM CD-DISORDERLY CONDUCT

Amends the Criminal Code of 1961 relating to disorderly conduct. Provides that engaging in any loud protests of singing, chanting, whistling, or yelling with or without noise amplification, displaying any visual images that convey fighting words or actual or veiled threats against any other person, engaging in a directed protest march or picket at any public location when any of these activities are conducted within 300 feet of any entrance to a facility being used for a funeral or memorial service, or blocking access to such facility at any time during the period starting 30 minutes before any funeral or memorial service is scheduled to begin and ending 30 minutes after the funeral or memorial service terminates is disorderly conduct in which the penalty is a Class C misdemeanor. Provides that the provisions of the Act are severable. Effective immediately.

ISAC-SALE OF LOANS-INT-FEES

Amends the Higher Education Student Assistance Act. Provides that if any of the Illinois Student Assistance Commission's student loans are sold or transferred to a private entity, then the private entity must offer the same interest and fee rate reduction plan on the loan that the Commission would have offered if the loan was held by the Commission. Effective immediately.

MIDWEST PASSENGER RAIL COMPACT

Creates the Midwest Interstate Passenger Rail Compact Act. Provides that this State and the other contracting states solemnly agree to the terms of the compact, whose purposes include the promotion of development and implementation of improvements to intercity passenger rail service in the Midwest. Establishes a Commission, with 4 members from each contracting state, serving without compensation from the Commission, to carry out the purposes of the compact. Provides for the election of Commission officers, for meetings and Commission administration, and for financing of the operations of the Commission by the compacting states. Provides that the compact becomes effective among the contracting states upon the agreement of 3 eligible states to participate. Provides for the admission of additional states to the compact, amendment of the compact, the withdrawal, default, or termination of contracting states, and construction and severability of the compact.

SCH STUDENT RECORD ACCESS

Amends the Illinois School Student Records Act. Provides that school student records shall not include the name or schools attended of a former student who has been deceased for no less than 10 years. Allows access to school student records by agents or consultants of the school, school district, or the State Board of Education with an interest in the student, by an individual or entity for the purpose of alumni activities and development (provided that certain information is provided, the information pertains to former students who are 18 years of age or older, the release is limited to the name, years of attendance, year of graduation, and last known address, and the individual or entity to whom the information is released signs an affidavit agreeing to comply with all applicable statutes and rules pertaining to school student records), and by the surviving spouse or heir of a deceased former student. Deletes language requiring that school student records released for the purpose of research, statistical reporting, or planning not contain information that can identify a student or parent. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
