Amends the School Code. Requires the State Board of Education to (i) annually confer and reach agreement with the Illinois Community College Board, the Department of Employment Security, and the Illinois Career and Technical Administrators Association to identify industries and occupations within this State that face workforce shortages or shortages of adequately trained, entry-level workers; (ii) annually notify school districts of these identified industries and occupations and make this information available on its Internet website; and (iii) approve industry-recognized certification programs designed to mitigate workforce shortages in any of the identified industries or occupations. Requires the Illinois Community College Board to (i) annually confer and reach agreement with the State Board of Education, the Department of Employment Security, and the Illinois Career and Technical Administrators Association to identify industries and occupations within this State that face workforce shortages or shortages of adequately trained, entry-level workers; (ii) annually notify community college districts of the identified industries and occupations and make this information available on its Internet website; and (iii) approve industry-recognized certification programs designed to mitigate workforce shortages in any of the identified industries or occupations. Amends the School Code. Requires the State Board of Education to annually confer with the Illinois Community College Board to: (i) identify industries and occupations within this State that face workforce shortages; (ii) notify school districts of these identified industries and occupations; and (iii) approve industry-recognized certification programs designed to mitigate workforce shortages. Provides that beginning with the 2016-2017 school year, the State Board of Education shall annually award incentive grants to school districts for each pupil in the school district who obtained a diploma if the school district has an industry-recognized certification program and the pupil successfully completed the program. Further provides that if the funds appropriated in any fiscal year are insufficient to pay the full amount of the incentive grant, the State Board of Education shall prorate the amount of its payments among school districts eligible for an incentive grant. Effective July 1, 2016.
Amends the Unified Code of Corrections. Provides that the identification card issued to a committed person by the Department of Corrections upon his or her release on parole, mandatory supervised release, final discharge, pardon, or who has been wrongfully imprisoned shall be valid for a period of time not to exceed 90 (rather than 30) calendar days from the date the card is issued.
Amends the State Finance Act. Makes a technical change in a Section concerning the short title.
