Amends the Board of Higher Education Act. Requires the Board of Higher Education to create a pilot program called Pay Forward, Pay Back to replace the current system of charging undergraduate students tuition and fees and other educational expenses at a public institution of higher education. Requires the Board to identify one public institution of higher education to participate in the pilot program. Provides that the pilot program shall (1) allow undergraduate students to attend the institution without paying for tuition and fees, books and supplies, and room and board; (2) provide that, in lieu of paying, students must sign binding contracts to pay to the State of Illinois or the institution, for a specified number of years, a certain percentage of the student's annual adjusted gross income as soon as he or she earns an income after graduation from the institution, but in no event may payments begin to be made more than 10 years after graduation from the institution; (3) specify the number of years and the percentage of annual adjusted gross income for contracts and base the specifications on research to date; (4) guarantee graduation from the institution within 4 years after enrollment if the student makes sufficient educational progress and does not change his or her academic major or major concentration; and (5) establish an immediate funding source for the first 15 to 20 years of the pilot program and include the establishment of a revolving fund to deposit payments made under the pilot program. Requires the Board to submit reports to the General Assembly.

Amends the Criminal Code of 2012. Exempts from an eavesdropping violation recordings made simultaneously with the use of an officer-worn video camera recording of an oral conversation between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer whenever (i) an officer assigned a patrol vehicle is conducting an enforcement stop; or (ii) patrol vehicle emergency lights are activated or would otherwise be activated if not for the need to conceal the presence of law enforcement. Also exempts from an eavesdropping violation recordings made simultaneously with the use of an officer-worn video camera recording of an oral conversation between a uniformed peace officer, who has identified his or her office, and a person in the presence of the peace officer, whenever the officer has reasonable suspicion that a person in the vicinity has committed, is committing, or is about to commit an offense.
Amends the Public Community College Act. In a provision allowing more than one public measure to be submitted on the same ballot, provides that no proposition that is substantially the same shall be submitted more than once every 3 (instead of 2) months, with exceptions.
Creates the Higher Education Prior Learning Assessment Task Force under the direction of the Board of Higher Education.
Amends the University of Illinois Act. Makes a technical change in a Section concerning the Board of Trustees.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois, the Hazardous Waste Technology Exchange Service Act, the Green Governments Illinois Act, the University of Illinois Exercise of Functions and Duties Law of the Civil Administrative Code of Illinois, the University of Illinois Scientific Surveys Act, the Toxic Pollution Prevention Act, the Illinois Low-Level Radioactive Waste Management Act, and the Wildlife Code. Changes references from the Waste Management and Research Center to the Illinois Sustainable Technology Center. Makes changes concerning the Green Governments Coordinating Council and references to the Illinois Natural History Survey, the Illinois State Water Survey, and the Illinois State Geological Survey. Makes changes with respect to the Prairie Research Institute, including providing that the Institute shall contain the Illinois State Archaeological Survey and changing the powers and duties of the Board of Trustees of the University of Illinois and the Scientific Surveys. Repeals a Section of the State Finance Act in relation to certain revenues deposited into the University of Illinois Income Fund and appropriations from the Natural Resources Information Fund. Makes technical changes. Effective immediately.
Amends the Northern Illinois University Law. Makes a technical change in a Section concerning the Board of Trustees.
Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning the administration of the Code.
Amends the Recyclable Metal Purchase Registration Law. Creates the Recyclable Metal Theft Task Force within the Department of State Police. Provides that the Task Force shall endeavor to establish a collaborative effort to combat recyclable metal theft throughout the State, assist in developing regional task forces to combat recyclable metal theft, and consider and develop long-term solutions for the rising problem of recyclable metal thefts in this State. Requires the Task Force to report annually to the Director of State Police.
Amends the Illinois Insurance Code. Deletes language that provides that moneys in the Insurance Financial Regulation Fund may be transferred to the Professions Indirect Cost Fund, as authorized under the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.
