Creates the Primary Stroke Center Designation Act. Sets forth the findings of the General Assembly. Provides that the Director of Public Health shall designate as many hospitals as Primary Stroke Centers as apply for the designation, provided that the hospital meets the criteria set forth in the Act. Provides the criteria necessary for designation as a Primary Stroke Center. Provides that the Director of Public Health may suspend or revoke a hospital's designation as a Primary Stroke Center after notice and hearing if the Director determines that the hospital does not comply with the requirements of the Act. Provides that the Director of Public Health may award matching grants to hospitals that seek designation as Primary Stroke Centers and demonstrate a need for financial assistance to develop the necessary infrastructure. Provides that the Director of Public Health must, not later than July 1, 2010, prepare and submit to the Governor, the President of the Senate, and the Speaker of the General Assembly a report indicating the total number of hospitals that have applied for grants under the Act before July 1, 2010 and the number of those applicants that have been found eligible for the grants, the total number of grants awarded, the name and address of each grantee and hospital and the amount of the award to each, and the amount of each award that has been awarded to the grantee. Effective immediately.

Proposes to amend the Revenue Article of the Illinois Constitution. Authorizes a tax on or measured by income to be at a graduated rate (now, all taxes on or measured by income shall be at a non-graduated rate). Provides that, in any such tax imposed upon corporations, the rate shall not exceed the average rate imposed on individuals by more than a ratio of 8 to 5. Effective upon being declared adopted.
Amends the Illinois Noxious Weed Law. Makes a technical change in a Section concerning the short title of the Act.
Creates the State Facility Overtime Act. Provides that the Director of the State agency responsible for the operation of specified State facilities (or the Director's designee or agent) may not require an employee to accept work in excess of an agreed upon, predetermined, and regularly scheduled daily work shift, not to exceed 40 hours per week. Provides for: exceptions to the prohibition; posting a summary of the Act and applicable rules; investigation of complaints by the Illinois Department of Labor and disposition of complaints; adoption of administrative rules; construction; and other matters. Effective immediately.
Applauds the Office of the Lieutenant Governor for agreeing to facilitate public hearings on the critical issue of extreme poverty in Illinois and urges members of the General Assembly and local stakeholders to attend the hearings.
Amends the State Property Control Act. Makes a technical change to a Section concerning the disposition of transferable property.
Amends the Illinois Income Tax Act. Creates a tax checkoff for the Crisis Nursery Fund. Amends the State Finance Act to create the Fund. Amends the Department of Human Services Act. Provides that, from appropriations to the Department of Human Services, the Department shall make grants to the Crisis Nursery Coalition of Illinois. Effective immediately.
Amends the Eminent Domain Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Renewable Fuels Development Program Act. Requires the Department of Commerce and Economic Opportunity to establish and administer the Illinois Corn Grain to Fuel Research Consortium Assistance Program. Sets forth the purposes and conditions for the grant program. Sets forth the amounts of the grants. Specifies how these grant funds shall be allocated. Sets forth certain limitations on spending on the various Program grants. Amends the State Finance Act to create the Renewable Fuels Development Program Fund as a special fund in the State treasury to fund these grant programs. Sets forth certain conditions for the operation of this Fund. Provides for certain annual payments from the General Revenue Fund to the Renewable Fuels Development Program Fund. Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Exempts from taxation under the Acts, that part of the selling price of motor fuel or gasohol that exceeds $2.50 per gallon. Makes other changes. Effective July 1, 2007.
Amends the Election Code. Makes the minimum nomination petition signature requirements for independent candidates the same as those for candidates of an established political party for the same office (now, larger). Makes the period for filing all independent candidate petitions the same as that for new political party candidates (now, the same as that for established political party candidates). Makes the minimum petition signature requirement for a new State political party the same as that for a State office candidate of an established political party (now, the lesser of 25,000 or 1% of the number of voters voting in the most recent general election). Makes the minimum petition signature requirement for a new local political party the same as that for an established party candidate for the local office on the slate with the highest petition signature requirement (now, 5% of the number of voters in the relevant district or political subdivision who voted in the most recent election when district or subdivision officers were elected by the district or subdivision as a unit).
