Amends the Code of Criminal Procedure of 1963. Provides that an attorney admitted to practice in the State of Illinois, as an officer of the court, may also issue subpoenas in a pending action.

Amends the Township Code. Makes a technical change in a Section concerning contracts relating to insurance.
Amends the University of Illinois Act. Lowers the age at which a student may be admitted to the University from 15 to 14 years. Effective immediately.
Amends the Hospital Licensing Act. Provides that the term "hospital" does not include animal hospitals or animal care facilities maintained by any university or college established under the laws of this State and supported by public funds raised by taxation. Amends the Pharmacy Practice Act. Provides that the Secretary's waiver of the requirement that a pharmacist be on duty at all times for State facilities not treating human ailments shall remain in effect until it is rescinded by the Secretary and the Department provides written notice of the rescission to the State facility. Effective immediately.
Amends the Illinois Municipal Code. Authorizes the Board of Directors of a municipal electric power agency and a municipal natural gas agency to determine and designate in their respective agency's bylaws the titles for the "presiding officers" of the Board of Directors (now, president and vice-president). Provides that the Board of Directors may select the titles for their respective agency's officers, employees, and agents. Deletes the requirement that at the first meeting of each fiscal year the Board of Directors elect certain officers.
Amends the Riverboat Gambling Act. Makes a technical change in a Section concerning the annual report of the Illinois Gaming Board.
Amends the Commission on the Elimination of Poverty Act. Makes a technical change in a Section concerning the short title.
Mourns the death of John Cribbet.
Shows the General Assembly's support for the Children's Outdoor Bill of Rights and designates the month of June as "Leave No Child Inside Month" in the State of Illinois.
Instructs the Commission on Government Forecasting and Accountability to study the economic impact on central Illinois of the number of jobs that would be eliminated due to the consolidation of investment authority in the State Universities Retirement System and the Teachers' Retirement System of State of Illinois.
