Amends the Agricultural Fair Act. Provides for State reimbursement of computer equipment, but not more than once in a 3-year period. Effective immediately.

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Authorizes the Department to enter into contracts to provide feeder services to and from rail terminals and intercity bus transportation. Defines terms. Provides that the Department may provide funding to Amtrak to enter into contracts with motor carriers for intercity transportation if certain conditions are met. Specifies that the first inter-city bus routes the Department coordinates shall be Quincy-Springfield-Decatur-Champaign-Danville and Quad Cities-Galesburg-Peoria-Normal-Champaign-Danville. Effective immediately.
Amends the Illinois Fertilizer Act of 1961. Makes changes to the definitions. Provides for labeling requirements for fertilizers or custom blends. Provides that it shall be unlawful for misbranding or for the adulteration of a fertilizer within the State. Provides that the Director of the Department of Agriculture may refuse to register a fertilizer or cancel or suspend a fertilizer registration, custom blend, or fertilizer if certain specified claims are made. Permits the Director to issue and serve a written stop sale, stop use, or regulate removal upon an owner, operator, manager, or agent in charge of fertilizer. Creates the Nutrient Research and Education Council (NREC) for the purpose of pursuing nutrient research and providing educational programs to ensure the adoption and implementation of practices that optimize nutrient use efficiency, ensure soil fertility, and address environmental concerns with regard to fertilizer use. Provides that the Department has the authority issue subpoenas, temporary restraining orders, preliminary or permanent injunctions against any person from violating or continuing to violate any provision of the Act. Provides for penalties based on type of violation. Makes other corresponding changes. Effective January 1, 2012.
Amends the State Finance Act. Provides that conservation practice cost-share grants from the Partners for Conservation Fund may be made to livestock operations for water quality protection and improvement. Authorizes moneys in the Fund also to be used to partner with conservation land trusts in order to integrate State and federal programs with Illinois' natural resource protection and restoration efforts and to meet requirements to obtain federal and other funds for conservation or protection of natural resources. Also makes technical changes. Effective July 1, 2011.
Amends the Illinois Physical Therapy Act. Makes a technical change in a Section concerning the short title.
Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.
Amends the Local Government Energy Conservation Act. Makes a technical change in a Section concerning the short title.
Amends the Firearm Owners Identification Card Act. Provides that the expiration date of a renewed Firearm Owner's Identification Card shall be 10 years from the date of expiration of the previously issued Card regardless of the date that the renewed Card was processed by the Department of State Police.
Amends the Illinois Egg and Egg Products Act to add additional egg penalties. Provides that in addition to administrative monetary penalties, the Director of Agriculture may impose certain administrative egg penalties against a licensee who either (1) makes a false, deceptive, or misleading statement, representation, or assertion relating to the advertising and selling of eggs and egg products or (2) furnishes an invoice, statement or bill showing a standard of size, standard of quality, representation of freshness, or any other description of eggs or egg products that is false, deceptive, or misleading. Sets forth provisions concerning the donation of the equivalent of the percentage of eggs taken off sale; the relinquishment of certain percentages of eggs as a donation; 501(c) charitable organizations that accept eggs under the additional penalty provision of the Act; monetary equivalence for purposes of the donation; and brokers.
Amends the Election Code. Provides that, if a provisional voter is registered at an address other than the address contained in his or her affidavit, then the county clerk or board of election commissioners shall verify that there is no record of the provisional voter having cast a ballot at that election in the precinct associated with his or her previous address. Effective January 1, 2012.
