Amends the Illinois Enterprise Zone Act, the Retailers' Occupation Tax Act, and the Public Utilities Act. Provides that the corporate authorities of a county or municipality may extend an Enterprise Zone for an additional 20-year period. Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Department's powers and duties.
Amends the Drilling Operations Act. Requires the Department of Natural Resource to approve certain well stimulation activities before they are undertaken. Requires the owners and operators of the affected wells to provide the Department with specific information concerning, among other things: the geological names, geological description, and the depth of the formation into which well stimulation fluids are to be injected; each stimulation fluid identified by additive type; the chemical compound name and Chemical Abstracts Service (CAS) number for each additive used; and a copy of the contractor's proposed well stimulation program design. Requires the owner or operator to provide a detailed description of the proposed well stimulation design. Prohibits the use of volatile organic compounds, such as benzene, toluene, ethylbenzene, and xylene, or any petroleum distillates for the specified types of well stimulation. Requires the owners and operators of the affected wells to provide certain information about the reuse and disposal of well stimulation fluids.
Makes appropriations to the University of Illinois for various purposes, including for operational expenses. Effective July 1, 2012.
Urges all towns within the State of Illinois to evaluate their emerald ash borer management policies.
Amends the Illinois Insurance Code. In the provision concerning firemen's continuance privilege, changes the definition of "retirement or disability period" to include the period when the disabled or retired fireman, if not enrolled in the municipal group insurance plan at the time of disability or retirement, may elect to enroll in the municipal group insurance plan during open enrollment. Provides that the disabled or retired fireman, if not enrolled in the municipal group insurance plan at the time of disability or retirement, may elect to enroll during open enrollment but not after the fireman becomes eligible for federal Medicare coverage and not more than once. Provides that the fireman must be insurable and must pay the cost of the insurance premium in order to reenter the insurance plan. Effective immediately.
Amends the Illinois Enterprise Zone Act. Provides that an Enterprise Zone may be extended for an additional 20 years upon application by the corporate authorities of the county or municipality that designated the Enterprise Zone. Amends the Retailers' Occupation Tax Act. Provides that exemptions granted under the Act for tangible personal property used or consumed in an Enterprise Zone may be in effect for not more than 50 (instead of 20) years. Amends the Public Utilities Act to make conforming changes in provisions concerning tax exemptions for businesses located in Enterprise Zones.
Amends the Illinois Procurement Code. Makes a technical change in a Section concerning resident bidders.
Resolves that the Auditor General is directed to conduct a performance audit of the Illinois Law Enforcement Training and Standards Board, to assess whether the Board is spending the moneys appropriated to it for activities that are beyond its statutory grant of authority.
