Urges the Department of Defense and the Base Realignment and Closure Commission to save the four military installations in the State of Illinois from closure due to their clear military and local value factors.
Creates the Confidential Information Disposal Act. Provides that each State agency must shred, destroy, or otherwise render unintelligible any paper, memo, document, report, personal computer, floppy disk, CD, or other device containing confidential information prior to disposing of those items. Defines "State agency" and "confidential information".
Amends the Environmental Protection Act. Authorizes the Agency to collect and solicit citizen complaints alleging a violation of the Act, any rule adopted under the Act, a permit granted by the Agency, or a condition of a permit via telephone, website, fax, mail, e-mail, or any other reasonable means. Provides that the Agency may not accept citizen complaints that are anonymous and unaccompanied by the name and mailing address of the complainant. Sets forth that the Agency must keep the name and address of the complainant confidential. Exempts the name and address of these complainants from public disclosure under provisions of the Act authorizing reasonable public inspection. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction. Amends the Board of Higher Education Act. Makes a technical change in a Section concerning the creation of the Board of Higher Education.

Amends the Illinois Highway Code. Provides that, subject to specified exceptions, all money received by the State from the federal government for reimbursement for expenses incurred by the State for construction, reconstruction, or improvement of highways under the jurisdiction of the Department of Transportation (rather than for aid in construction of highways) shall be placed in the State Construction Account Fund (rather than the Road Fund). Effective July 1, 2005.
Amends the Illinois Vehicle Code. Provides for the issuance of Iraqi Freedom license plates at an additional initial charge of $40 and an additional renewal charge of $27 with eligibility requirements to be determined by the Secretary of State. Provides that $15 of the initial charge and $2 of the renewal charge shall be paid into the Secretary of State Special License Plate Fund and $25 of the initial charge and $25 of the renewal charge shall be paid into the Illinois Veterans Assistance Fund. Amends the Illinois Lottery Law. Provides that the moneys deposited into the Illinois Veterans Assistance Fund from the sale of Iraqi Freedom license plates may, subject to appropriation, be used by the Department of Veterans' Affairs to provide grants to assist in the financial and educational support of minor and dependent children of veterans who died or were disabled in the line of duty.
