Amends the Unified Code of Corrections. Provides that as a condition of probation, conditional discharge, parole, or mandatory supervised release, a sex offender may not participate in a holiday event involving children under 18 years of age, such as distributing candy or other items to children on Halloween, wearing a Santa Claus costume on or preceding Christmas, being employed as a department store Santa Claus, or wearing an Easter Bunny costume on or preceding Easter. Amends the Sex Offender and Child Murderer Community Notification Law. Provides that a law enforcement agency having jurisdiction may provide to the public a special alert list warning parents to be aware that sex offenders may attempt to contact children during holidays involving children, such as Halloween, Christmas, and Easter and to inform parents that information containing the names and addresses of registered sex offenders are accessible on the Internet by means of a hyperlink labeled "Sex Offender Information" on the Department of State Police's World Wide Web home page and are available for public inspection at the agency's headquarters. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a vehicle transporting agricultural cash crops or loads of fruits or vegetables on an interstate, designated, or non-designated highway, during the harvest season only, is in compliance with weight restrictions if its gross weight is less than 80,000 pounds and exceeds the permitted gross weight by not more than 10% and the vehicle is traveling from the field to the first point of processing. Provides that the operator of the vehicle must abide by posted bridge weight limits. Provides that the State Police are prohibited from routinely stopping and weighing vehicles transporting a particular commodity or vehicles in a particular geographic location. Provides that the Department of State Police shall provide training and continuing education to State Police officers concerning the prohibition. Provides that, beginning January 1, 2005 and through December 31, 2005, a State Police officer issuing a citation for an alleged violation of the maximum weight limits of the Code must record the make and year of the vehicle stopped, the date and time of the stop, the county and location of the stop, the type of commodity being transported, the weight of the vehicle, and the amount, if any, by which the weight of the vehicle exceeds the permitted weight. Provides that the Department of State Police shall, by February 1, 2006, compile the required data. Provides that the Department of State Police, in cooperation with the Illinois Department of Agriculture, shall, by March 15, 2006, analyze the data and submit a report of the findings to the General Assembly. Effective immediately.
Amends the Mental Health and Developmental Disabilities Code. Provides that a "person subject to involuntary admission" to a mental health facility means a person with a mental illness and who because of that illness (i) is reasonably expected to engage in dangerous conduct (instead of to inflict serious physical harm upon himself or herself or another in the near future) or (ii) is unable to understand his or her need for treatment and who, if not treated, is reasonably expected to suffer or continue to suffer mental or emotional deterioration, or both, to the point that the person will engage in dangerous conduct (instead of being unable to provide for his or her basic physical needs so as to guard himself or herself from serious harm). Adds definitions of "dangerous conduct" and "mental illness". Effective immediately.
Amends the Illinois Insurance Code. Requires payors to notify individual insureds or enrollees within 30 days if the chosen health care physician no longer participates in the physician network. Requires payors to notify insureds or enrollees of their right to transition services under Section 25 of the Managed Care Reform and Patient Rights Act.
