Amends the Illinois Vehicle Code. Creates Bronze Star with Valor plates that the Secretary of State may issue to Illinois residents, or their surviving spouses, that have been awarded the Bronze Star with "V" device by the United States Armed Forces. Creates Army Commendation Medal with Valor plates that the Secretary of State may issue to Illinois residents, or their surviving spouses, that have been awarded the Army Commendation Medal with "V" device by the United States Army.
Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, removes a provision that requires the Illinois Student Assistance Commission to determine the eligibility of and make grants to applicants enrolled at qualified for-profit institutions in accordance with specified criteria. Instead, prohibits the Commission from making grants to applicants enrolled at for-profit institutions. Effective July 1, 2016.
Amends the Wildlife Code. Provides that group hunting licenses may be issued for groups of up to 6 individuals. Provides that each individual member of the group must sign his or her own application and possess a valid hunting license. Provides that all members must have preference for the same county choice or special hunt area choice, hunting season, species, and taking method and that group applications shall be rejected if the applications do not list identical choices. Provides that residents shall be given preference for group hunting licenses and groups containing residents and non-residents shall be treated as non-residents. Permits any tag acquired by an individual group member may be used by any member of the group. Provides that the Department of Natural Resources shall set the group hunting license fee by rule and that providing false information on an application is a Class A misdemeanor.
Makes various appropriations concerning higher education and the Illinois Math and Science Academy, if and only if Senate Bill 2400 of the 99th General Assembly becomes law. Provides that the appropriation authority is valid for costs incurred from July 1, 2015 through June 30, 2016. Effective immediately.
Amends the Election Code. Provides that election authorities may cluster up to four contiguous precincts during general elections and general primary elections (previously only allowed during consolidated elections, consolidated primaries, special municipal primary elections, or emergency referenda).
Amends the Local Mass Transit District Act. Provides that the Board of Trustees of every District shall have the authority to provide for insurance against any risk, hazard, or liability (rather than just any risk or hazard). Requires the Board of Trustees to provide for uninsured and underinsured motorist coverage.
Amends the Illinois Administrative Procedure Act. Makes a technical change in a Section concerning the Joint Committee on Administrative Rules.
Amends the Building Authority Act. Makes a technical change in a Section concerning the purposes of the Authority.
Amends the Environmental Protection Act. Provides that the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall, upon request, make available to the requestor copies of manifests of all waste, other than municipal solid waste, received at the landfill in the 2 years before the effective date of this amendatory Act of the 99th General Assembly. Provides that these manifests shall be made available within 30 days of the request, and the owner or operator may post the manifests to a website to satisfy this purpose. Provides that beginning on the effective date of this amendatory Act of the 99th General Assembly, the owner and operator of any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency shall publish quarterly to a public website manifests of all waste, other than municipal solid waste, received at the landfill. Provides that any manifest published to the public website shall remain on the public website for a minimum of 2 years. Provides that the owner and operator shall publish to its website all permit applications, requests or applications for modification permits, and all well sampling data from upgradient and downgradient monitoring wells near any landfill that is located above an aquifer designated as a sole source aquifer by the United States Environmental Protection Agency. Effective immediately.
