Makes appropriations and reappropriations to the Board of Trustees of Eastern Illinois University for various purposes. Effective July 1, 2005.
Amends the Election Code. Prohibits the unauthorized copying or retention of personal or other information from a voter registration application. Makes violation a Class A misdemeanor.
Amends the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall take appropriate steps to ensure that an obligee's address or telephone number is not disclosed to the obligor in any case in which the Department is collecting child support from the obligor by means of income withholding, garnishment, or other process to enforce an order for support. Provides that the contract entered into by the Department of Healthcare and Family Services with a public or private entity or an individual in connection with the operation of the State Disbursement Unit must contain provisions to ensure that the State Disbursement Unit does not disclose an obligee's address or telephone number to the obligor in any case in which the Department or the State Disbursement Unit is collecting child support from the obligor by means of income withholding, garnishment, or other process to enforce an order for support. Effective immediately.
Amends the Illinois Controlled Substances Act. Provides that the penalties for possessing methamphetamine manufacturing chemicals with the intent to manufacture methamphetamine shall be based on the amount of the methamphetamine manufacturing chemicals possessed with the intent to manufacture any substance containing methamphetamine rather than based on possession of any methamphetamine manufacturing chemical with the intent to manufacture a specific amount of substances containing methamphetamine.
Amends the University of Illinois Trustees Act. Makes a technical change in a Section concerning electing a board president and drawing money from the treasury.
Amends the Unified Code of Corrections. Provides that a period of probation, a term of periodic imprisonment, or conditional discharge shall not be imposed for the offense of aggravated criminal sexual abuse if the offender who held a position of trust, authority, or supervision in relation to the victim was the victim's teacher.
Amends the Illinois Vehicle Code. Provides that a court may order restitution to persons who suffered personal injury or property damage as a result of misdemeanors and felonies committed in violation of the Code. States the terms that apply to restitution under the Code.
Amends the Municipal Code. Deletes requirement that an applicant for a municipal fire or police department be under 35 years of age and replaces it with the requirement that the applicant must have the physical capacity to discharge the duties of the position sought.
Amends the Parental Responsibility Law. Defines "acts which cause injury" and "wilful or malicious conduct".
Amends the State Finance Act. In the Act's administrative charge-back provisions, provides that, if, during the preceding fiscal year, any amount was transferred from a fund containing moneys collected from any fee imposed by the State or by a State agency, then, each person who pays that fee at any time during the current fiscal year must be notified of the transfer at the time that he or she pays that fee. Sets forth requirements for the notice. Effective immediately.
