Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "severely or profoundly mentally retarded person".
Amends the Code of Criminal Procedure of 1963 and the Illinois Marriage and Dissolution of Marriage Act. Provides that upon the request of the petitioner, within 24 hours of the issuance of an order of protection, the clerk of the issuing judge shall send written notice of the order of protection along with a certified copy of the order of protection to the day-care facility, pre-school or pre-kindergarten, or private school or the principal office of the public school district or any college or university in which any child who is a protected person under the order of protection or any child of the petitioner is enrolled. Provides that upon the request of the petitioner, the clerk of the circuit court shall send a certified copy of the order of protection to any specified health care facility or health care practitioner requested by the petitioner at the mailing address provided by the petitioner. Provides that if the order of protection prohibits a respondent's access to such records, the respondent shall not be allowed access to the records unless the order has expired or has been vacated.
Amends the Solicitation for Charity Act. Provides that a charitable organization registered pursuant to the Act that receives in any 12 month period ending upon its established fiscal or calendar year contributions in excess of $300,000 shall file a written report with the Attorney General which shall include a financial statement covering the immediately preceding 12 month period of operation (now, in excess of $150,000).
Amends the Unified Code of Corrections. Provides that when a person has been adjudged guilty of a drug related offense involving possession or delivery of cannabis, possession or delivery of a controlled substance, or possession or delivery of methamphetamine in addition to any penalty imposed, a $25 assessment shall be assessed by the court, the proceeds of which shall be collected by the Circuit Clerk and remitted to the State Treasurer for deposit into the State Police Services Fund and shall be used for grants by the Department of State Police to drug task forces and Metropolitan Enforcement Groups in accordance with the Intergovernmental Drug Laws Enforcement Act.
Provides that the Director of the Department of Natural Resources shall, subject to the conditions stated in the Act, convey by quit claim deed specified parcels of real property to Arcola, Arthur, Hindsboro, Lovington, Lovington Township, East Oakland Township, Bourbon Township, Douglas County, and Lowe Road District for $1 for each parcel subject to: the specified parcel of real property being included in a judgment in, or a settlement or resolution of litigation that is favorable to the State of Illinois or the Department of Natural Resources, as a party to the litigation, in one of 2 specified court cases in Moultrie County or Douglas County; each designated entity must first be given a written right of first refusal by the Department and then, in turn, give written notice to the Director that it will accept the conveyance and pay the $1 consideration. Provides that a parcel of real property shall not be conveyed so long as there is pending litigation concerning the ownership of that parcel. Provides that for parcels not subject to any litigation, the written right of first refusal shall be given within 30 days after the effective date and the conveyance made if the entity gives written notice to the Director of the Department of Natural Resources that it will accept the property and pay the $1 consideration. Provides that conveyances are made subject to existing utilities, roads, reservations, easements, covenants, and restrictions of record. Effective immediately.
Amends the Higher Education Student Assistance Act and the Illinois Income Tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately.
Amends the Criminal Code of 1961. Provides that an assault using an air rifle constitutes aggravated assault. Provides that the penalty for aggravated battery involving the use of a firearm does not include an air rifle as defined by the Air Rifle Act. Amends the Air Rifle Act. Eliminates the maximum $50 fine that may be imposed for violation of the Act by a person who is not a dealer of air rifles. Effective immediately.
Amends the Wildlife Code. Requires the Department of Natural Resources, when determining which entities are eligible to be issued a free Wild Turkey Hunting Permit, to determine the total acreage of the applicable tract or tracts of land and round remaining fractional portions of an acre greater than or equal to half of an acre up to the next whole acre. Requires the Department of Natural Resources, when determining which entities are eligible to be issued a free deer hunting permit, to determine the total acreage of the applicable tract or tracts of land and round remaining fractional portions of an acre greater than or equal to half of an acre up to the next whole acre.
