Amends the Firearm Owners Identification Card Act. Provides that the Department of State Police shall not require the submission of a photograph with an application for issuance or renewal of a Firearm Owner's Identification Card unless the applicant does not have a valid Illinois driver's license or Illinois Identification Card.

Amends the Juvenile Court Act of 1987. Provides that if a petition has been filed under the Abused, Neglected, or Dependent Minors Article of the Act alleging that the minor has been subjected to the abuse of a custodial parent or guardian, the petition may be granted for relief, including change of custody, if the court finds that there is probable cause based on the facts asserted that the minor is the victim of ongoing abuse of a custodial parent or guardian or has a history of abuse or a significant incident of abuse by a custodial parent, guardian, or other household member.
Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department's investigators have expanded powers of peace officers to enforce taxing and other measures related to liquor, racing, and gaming. The investigators may exercise the powers if there is a threat to life or safety and local law enforcement is notified as soon as practical.
Amends the Board of Higher Education Act. Adds a Section concerning disabled athletic programs. Contains only a caption.
Amends the State Universities Article of the Illinois Pension Code. Provides that, when assessing employer payment for any amount due for salary increases in excess of 6%, the System shall exclude any earnings increase (i) awarded to tenured faculty based upon the completion of certain criteria that is specified in a collective bargaining contract, (ii) resulting from a promotion for academic professionals, or (iii) resulting from a peer group study of compensation. Effective immediately.
Resolves that the Board of Higher Education (i) develop a model trustee curriculum for public university board of trustee members, (ii) conduct mandatory training for current and future trustees on the proper role of a trustee, and (iii) report to the General Assembly on a set of expectations for an appropriate procurement policy for each public university.
Provides that, notwithstanding any other law to the contrary: (1) the amounts appropriated to the Department of Human Services for Redeploy Illinois and for costs associated with William A. Howe Developmental Center for FY2010 is $0; (2) the amount appropriated to the Department of Agriculture for the University of Illinois Cook County Cooperative Extension Service for FY2010 is $0; and (3) the amount appropriated to the Department of Human Services for costs associated with certain Community Based Services and Programs for FY2010 is increased by $75,000,000. Effective July 1, 2009.
Amends the Counties Code. Deletes the requirement that test wind towers be dismantled within 3 years of installation. Effective immediately.
Amends the Water Rescue Act. Makes a technical change in a Section concerning the short title.
Make appropriations and reappropriations to the Board of Trustees of Eastern Illinois University for various purposes, including for ordinary and contingent expenses. Effective July 1, 2009.
