Amends the Workers' Compensation Act. Provides that a subcontractor under contract to a general contractor may elect to be covered under any policy of workers' compensation insurance insuring the contractor upon written agreement of the contractor, by filing written notice of the election, on a form prescribed by the Illinois Workers' Compensation Commission.

Amends the Counties Code and the Community Mental Health Act. Provides that in a county (other than Cook County or a county contiguous with Cook County) that has both a county health department and a county community mental health board, the county board of health may appoint the administrator of the county community mental health services and facilities as the medical health officer or public health administrator of the county health department and the county community mental health board may appoint the medical health officer or public health administrator of the county health department as the administrator of the county community mental health services and facilities.
Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of this amendatory Act in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle.

Amends the Illinois Vehicle Code. Makes a technical change in a Section concerning certificates of title.
Amends the University of Illinois Act. Provides that the Board of Trustees shall request that the county or municipality with jurisdiction designate, by ordinance, the University of Illinois Research Park as an enterprise zone and apply to the Department of Commerce and Economic Opportunity to have the University of Illinois Research Park certified by the Department as an Enterprise Zone. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the licensing fee for a new or used trailer dealer license shall be $100 for applicant's established place of business (rather than $1,000) and each additional place of business, if any, to which the application pertains (rather than $50).
Requests that the Auditor General conduct a financial audit and compliance examination of Illinois Ventures, LLC and report his findings to the General Assembly.
Amends the Illinois Public Aid Code. Provides that as a condition of initial eligibility for any benefits under the Code, an applicant must pass a drug screening. Provides that as a condition of continued eligibility for benefits, a recipient must pass random drug screenings as prescribed by the Department of Human Services or the Department of Healthcare and Family Services. Effective immediately.
