Amends the Home Repair and Remodeling Act. Provides that provisions concerning home repair services following damaging weather shall not be construed to prohibit a contractor from discounting the total cost of any home repair or remodeling project when a person requesting services performs some of the work necessary to complete the requested home repair or remodeling project. Provides that when a written contract with a contractor offering home repair or remodeling services to provide goods or services to be paid from the proceeds of a property and casualty insurance policy is cancelled, the contractor shall tender to the insured only those payments, partial payments, or deposits made by the insured that are in excess of any restocking fees paid by the contractor upon returning materials or supplies bought in anticipation of full performance under the contract. Provides that a contractor offering home repair or remodeling services may post a bond in order to ensure that full contract performance is completed and upon posting of a bond, full payment shall be rendered to the contractor.

Amends the Emergency Medical Services (EMS) Systems Act. Prohibits the Department of Public Health from implementing the U.S. Department of Transportation National Emergency Medical Services (EMS) Education Standards until expressly authorized to do so by the General Assembly. Provides that an EMT-B, EMT-I, or EMT-P may perform emergency or non-emergency medical services, in accordance with his or her level of education, training, and licensure, regardless of the level or type of vehicle (for example, an ambulance or other type of emergency services vehicle) in which the he or she is practicing as an EMT. Provides that a First Responder must be at least 16 years of age. Provides that the Department's standards and requirements with respect to vehicle staffing must allow for a person who is not an EMT-B, EMT-I, or EMT-P to serve as the driver of a vehicle covered by a Vehicle Service Provider's license while the vehicle is being used to provide emergency or non-emergency transportation and must provide for the licensure of such a person to serve in that capacity. Amends the Toll Highway Act and the Toll Bridge Act to allow emergency medical services vehicles to use a toll highway or toll bridge without paying a toll.
Amends the Wildlife Code. Changes the definition of "case" to mean any case, firearm carrying box, shipping box, or container acceptable under specified provisions of the Criminal Code of 1961. Effective immediately.
