EPA-URBAN COMPOSTING

Amends the Environmental Protection Act. Specifies that the one-eighth mile setback that certain composting facilities must comply with to be excluded from the definition of the term "pollution control facility" applies only in counties with less than 3,000,000 inhabitants. Provides that a solid waste permit is not required for a garden compost operation. Provides that a solid-waste permit is not required for a landscape waste composting facility at a site having 10 or more occupied non-farm residences within 1/2 mile of its boundaries if (i) the facility constitutes no more than 2% of the site's total acreage, (ii) no tipping fee is imposed at the facility, (iii) the finished compost is applied at agronomic rates on-site and is not offered for sale or sold, (iv) the owner or operator of the facility completes any training that the Agency may require, and (v) the owner or operator registers the site with the Agency. Specifies that certain performance standards for composting facilities do not apply to garden compost operations. Defines "garden compost operation". Effective immediately.

WILDLIFE-BOW & ARROW-DEFINED

Amends the Wildlife Code. Defines "bow and arrow" to mean a weapon consisting of arrows and the bow to shoot the arrow or a weapon consisting of an arrow and a sling shot to shoot the arrow, but does not include a crossbow. Effective immediately.

HIGHWAY ADVERTISING CONTROL

Amends the Highway Advertising Control Act of 1971. Repeals a provision concerning registration and fees for signs near highways. Effective immediately.

G.A. COMPENSATION-COLA

Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 14, 2015, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For State fiscal year 2014, prohibits a cost of living adjustment for General Assembly members, State's attorneys, other than the county supplement, elected executive branch constitutional officers of State government, and persons in certain appointed offices of State government. Effective immediately.

PARENTAGE-ACKNOWLEDGEMENT

Amends the Illinois Parentage Act of 1984. Provides that a man may bring an action to declare the non-existence of the parent and child relationship, even after the man has signed an unrescinded acknowledgment of parentage, if, as a result of deoxyribonucleic acid (DNA) tests, it is discovered that the man adjudicated to be the father is not the natural father of the child. Effective immediately.

GROUP HUNTING LICENSES

Amends the Wildlife Code. Provides that group hunting licenses may be issued for groups of up to 6 individuals. Provides that each individual member of the group must sign his or her own application and possess a valid hunting license. Provides that all members must have preference for the same county choice or special hunt area choice, hunting season, species, and taking method and that group applications shall be rejected if the applications do not list identical choices. Provides that residents shall be given preference for group hunting licenses and groups containing residents and non-residents shall be treated as non-residents. Permits any tag acquired by an individual group member to be used by any member of the group. Provides that the Department of Natural Resources shall set the group hunting license fee by rule and that providing false information on an application is a Class A misdemeanor.

VEH CD-REPAIRER-BUSINESS HOURS

Amends the Illinois Vehicle Code. Provides that an automotive repairer is not required to be open for business for any minimum number of hours and days. Provides that an automotive repairer must: (1) maintain a schedule of regular hours and days in which the automotive repairer is open for business; (2) file a notice with the Secretary of State setting forth that schedule and a list of any periods of the year during which the automotive repairer is closed; and (3) file an updated notice with the Secretary whenever there is any change in the information in the schedule or periods of closure. Provides that the Secretary shall adopt rules to implement the new requirements. Effective immediately.

CRIM CD-FIREARM TRANSPORT

Amends the Criminal Code of 1961. Provides that a unit of local government, including a home rule unit, may not regulate the transportation of firearms and may not regulate the transportation of ammunition, components, accessories, or accoutrements for firearms. Provides that the provisions of any ordinance or resolution adopted by any unit of local government that imposes restrictions or limitations on the transportation of firearms and ammunition, components, accessories, and accoutrements of firearms in a manner other than those that are imposed by this amendatory Act are invalid and all those existing ordinances and resolutions are void. Provides that any unit of local government which is found to have violated this provision is liable for all costs, attorney's fees, actual, and treble damages. Provides that this provision is a limitation of home rule powers under subsection (h) of Section 6 of Article VII of the Illinois Constitution. Effective immediately.

TASK FORCE-ELEC INFO & RECORDS

Creates the Task Force on Electronic Information and Records Management (i) to review current policies, procedures, and guidance provided to State agencies by the State Records Commission and (ii) to make recommendations to the State Records Commission concerning the identification and use of electronic files as State records.
