Directs the Auditor General to conduct an audit of awards approved by the Illinois Workers' Compensation Commission for claims filed by employees of Menard Correctional Center and arbitrators employed by the Commission from 2008 to the present.

Repeals the Firearm Owners Identification Card Act. Amends various Acts to make conforming changes.
Amends the Code of Civil Procedure. In provisions concerning the procedure and petition used by a person to change his or her name, adds the requirement that the person be a United States citizen. Provides that this additional requirement applies to petitions pending on or filed on or after the effective date. Effective immediately.
Amends the Illinois Vehicle Code. Provides that a person required to keep a separate certificate of title, salvage certificate, junking certificate, certificate of purchase, uniform invoice, out-of-state bill of sale, or other acceptable documentary evidence of his or her right to the possession of every vehicle or essential part who operates 2 or more established places of businesses within a 20 minute radius of each other may hold all original acceptable documentary evidence of the person's right to possess each vehicle or essential part at one of the established places of business. Provides that the person shall keep copies of the ownership documents at the location where the vehicle or essential part is held for resale.
Amends the Salaries Act. Provides that, for terms commencing on or after January 10, 2011, the salary of each constitutional officer shall be no more than 90% of the amount last set by the Compensation Review Board. Amends the General Assembly Compensation Act. Provides that, for terms commencing on or after January 12, 2011, each member of the General Assembly shall receive compensation that is no more than 90% of the amount last set by the Compensation Review Board. Amends the Compensation Review Act. For fiscal year 2012 and each fiscal year thereafter, prohibits a cost of living adjustment for General Assembly members and elected executive branch constitutional officers. Effective immediately.
Amends the Illinois Insurance Code. Provides that a health benefit plan or health carrier, including, but not limited to, a preferred provider organization, an independent physician association, a third-party administrator, or any entity that contracts with licensed health care providers shall not impose any fixed co-payment that exceeds 50% of the total billed charges for health care services provided to an insured or enrolled during a visit to a health care provider.
Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for benefits under the Act, an individual who is otherwise eligible must be either a United States citizen or included in one of certain specified categories of non-citizens. Provides that the Department of Healthcare and Family Services may, by rule, cover prenatal care or emergency medical care for non-citizens who are not otherwise eligible under these provisions. Provides that nothing in these provisions affects the eligibility status of a child enrolled in the program on the effective date of the amendatory Act. Effective immediately.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the computation of time.
Directs the Auditor General to perform an audit of a grant made to Community Resource Associates by the Department of Human Services.
Amends the Public Utilities Act. Makes a technical change in the short title Section.
