Amends Public Act 98-27, Public Act 98-50, and Public Act 98-64. Adds supplemental appropriations to the Department of Human Services, the Department of Human Rights, the Department of Public Health, the Department of Corrections, the Department of Juvenile Justice, and the Department of Natural Resources for personal services and State contributions to Social Security. Also makes payments for the backlog of bills. Effective immediately.

Amends the State Finance Act. Creates the Illinois Elks Association Fund. Amends the Illinois Vehicle Code. Authorizes the Secretary of State to issue Illinois Elks Association specialty license plates. Makes the cost of issuance for these plates $30, with $15 going to the Illinois Elks Association Fund and $15 going to the Secretary of State Special License Plate Fund. Makes renewal costs $17, with $15 going to the Illinois Elks Association Fund and $2 going to the Secretary of State Special License Plate Fund. Allows distribution of moneys in the Illinois Elks Association Fund, subject to appropriation by the General Assembly and distribution by the Secretary of State, to the Illinois Elks Association or charitable entities it designates.
Designates Route 67 as it passes through Greene County as the "Powell Brothers Memorial Highway".
Amends the Administration Article of the Illinois Public Aid Code. Creates the Workforce Preparation Task Force to study and report on ways that promote the economic self-sufficiency of individuals who receive benefits under the State's General Assistance program, with the underlying intention to reduce the overall number of individuals receiving benefits under the program through increased levels of sustainable employment skills. Requires the Task Force to outline in its final report to the General Assembly and the Governor a 5-year plan that utilizes existing State resources and programs to reduce the overall number of General Assistance recipients by one-third through enrollment in and successful completion of appropriate educational or job-training programs that can directly lead to sustainable employment opportunities in the job market. Provides that the Task Force shall meet on a periodic basis to examine and compile data regarding educational and job-training programs and resources as well as levels of benefits that recipients receive from the State's General Assistance program. Requires the Department of Human Services to maintain a database of information that tracks the overall trends of the 5-year plan and to provide quarterly updates to the public in both electronic and written formats. Contains provisions concerning Task Force membership and reporting requirements. Effective immediately.
Amends the Illinois Insurance Code. Provides that a health benefit plan or health carrier, including, but not limited to, a preferred provider organization, an independent physician association, a third-party administrator, or any entity that contracts with licensed health care providers shall not impose any fixed co-payment that exceeds 50% of the total billed charges for health care services provided to an insured or enrolled during a visit to a health care provider.
Amends Article 20 of the Fish and Aquatic Life Code. Makes a technical change in a Section concerning a stamp required for trout fishing on inland waters.
Makes a FY15 appropriation to the Illinois Arts Council for the Illinois Channel. Effective July 1, 2014.
Amends the Covering ALL KIDS Health Insurance Act. Provides that to be eligible for benefits under the Act, an individual who is otherwise eligible must be either a United States citizen or included in one of certain specified categories of non-citizens. Provides that the Department of Healthcare and Family Services may, by rule, cover prenatal care or emergency medical care for non-citizens who are not otherwise eligible under the provisions concerning citizenship. Provides that nothing in the provisions concerning citizenship affects the eligibility status of a child enrolled in the program on the effective date of the amendatory Act. Effective immediately.
Amends the Wildlife Code. Makes a technical change in a Section concerning deer hunting.
Amends the Illinois Lake Management Program Act. Makes a technical change in a Section concerning the short title.
