Amends the Firearm Concealed Carry Act. Provides that the application for a concealed carry license shall contain an authorization and release that provides for disclosure to the Department of State Police the applicant's juvenile court, criminal justice, psychological, or psychiatric records or records relating to any institutionalization of the applicant (rather than an authorization and release that provides for disclosure to the Department the applicant's juvenile court, criminal justice, psychological, or psychiatric records or records relating to any institutionalization of the applicant). Provides that the information provided by the authorization and release is limited to the sole purpose of determining whether the applicant is disqualified from obtaining a concealed carry license. Effective immediately.

Amends the Historic Preservation Agency Act. Creates the Historic Preservation Appeals Board within the Historic Preservation Agency.
Amends the Illinois Municipal Code. Makes a technical change in a Section regarding completion dates for redevelopment projects.
Creates the Family and Personal Protection Act. Provides that the Department of State Police shall issue a license to carry a loaded or unloaded handgun to an applicant who resides in a non-home rule county of the State and who meets specified qualifications, has provided the application and specified documentation, and has submitted the requisite fees. Provides that a license to carry a handgun entitles a licensee to carry in any non-home rule county of the State a loaded handgun, either concealed or openly, on or about his or her person or in a vehicle, except in certain prohibited locations. Provides that a completed application for a license shall be submitted to the office of the sheriff of the county in which the applicant resides with all accompanying materials and fees. Provides that the sheriff shall review the application and submit a completed application, all accompanying materials, and the application fee to the Department within 30 days of receipt. Provides that a sheriff may submit an objection to an application, provided the objection is in writing, includes specific reasons for the objection, and is submitted with the application. Amends various Acts to make conforming changes.
Amends the Firearm Owners Identification Card Act. Makes a technical change in a Section concerning notification of dispositions of certain criminal cases.
Amends the Motor Fuel Tax Law. Exempts from taxation, motor fuel used or sold for recreational type watercraft operating upon the Mississippi, Wabash, or Ohio Rivers. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Makes a technical change in a Section concerning the short title.
Amends the Illinois Public Aid Code. Requires the Secretary of Human Services to seek a waiver from the United States Department of Agriculture to allow the State to include on the face of every LINK card issued to a recipient of SNAP (formerly known as food stamps) benefits or cash assistance under the Code a photo of the cardholder. Requires the Department of Human Services to provide the Illinois General Assembly with various good faith cost estimates including the estimated cost of replacing every still-valid LINK card with a card that contains on its face a photo of the cardholder and the estimated cost of "phasing-in" new photo identification cards issued under the current contract with the current LINK card vendor. Provides that the Department shall suggest a process to the Illinois General Assembly that allows the caregiver of a recipient of SNAP benefits or cash assistance under the Code to use the recipient's LINK card on the recipient's behalf. Provides that the Illinois General Assembly shall through legislation determine whether it wishes to implement the waiver based on projected cost estimates and other matters.
Amends the State Finance Act. Creates the Sons of American Legion Scholarship Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code. Provides for the issuance of Sons of the American Legion special license plates. Provides that an applicant shall be charged an additional fee of $15 at original issuance and an additional $10 upon renewal. Provides that $5 of the original issuance fee and renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that $10 of the original issuance fee and $5 of the renewal fee shall be deposited into the Sons of American Legion Scholarship Fund. Provides all moneys in the Sons of the American Legion Scholarship Fund shall, subject to appropriation, be used for grants for scholarships for Illinois residents who are children of members of the Sons of the American Legion and who meet the academic, financial, and other requirements established by the Sons of the American Legion. Provides that all grants must be used at a college or university in Illinois.
