Amends the Illinois Enterprise Zone Act. Provides that an area is qualified to become an enterprise zone if it comprises not more than 18 square miles (now, 12 square miles). Provides that an enterprise zone shall be in effect for 55 years (now, 30 years). Authorizes the Department of Commerce and Economic Opportunity to certify an additional 10 enterprise zones between January 1, 2013 and December 31, 2022. Requires each Zone Administrator to post a copy of the enterprise zone boundaries on its website and to collect and aggregate certain information. Amends the Corporate Accountability for Tax Expenditures Act. Changes the definitions of "full-time, permanent job" and "retained employee". Amends the Illinois Income Tax Act. Eliminates the job tax credit for a taxpayer conducting business operations in an enterprise zone. Eliminates the deduction for dividends that were paid by a corporation which conducts business operations in an enterprise zone. Eliminates the deduction for interest income from a loan or loans secured by property which is eligible for the Enterprise Zone Investment Credit. Effective immediately.

Amends the Unemployment Insurance Act. Provides that misconduct need not be deliberate and willful when there is a violation of an employer's reasonable rule or policy, in a provision determining eligibility for benefits after a discharge for misconduct. Makes a change concerning the nature of an employer's warning or instruction in regards to repeated misconduct.

Amends the Covering ALL KIDS Health Insurance Act. Provides that a child who is determined to be eligible shall remain eligible for 12 months, provided that the child has not gained access to affordable employer-sponsored dependent health insurance. Provides that the parent, guardian, or legal custodian of an enrolled child shall report promptly those changes in income and other circumstances that affect eligibility within 30 days after the occurrence of the change. Provides that the eligibility of a child may be redetermined based on the information reported or may be terminated based on the failure to report or failure to report accurately. Effective immediately.

Amends the Covering ALL KIDS Health Insurance Act. In the provision concerning eligibility, adds the requirement that a person must be a child who has a household income equal to or less than 300% of the federal poverty guidelines. Provides that a child who is determined to be eligible shall remain eligible for 12 months, provided that the child has not gained access to affordable employer-sponsored dependent health insurance. Provides that the parent, guardian, or legal custodian of an enrolled child shall report promptly those changes in income and other circumstances that affect eligibility within 30 days after the occurrence of the change. Provides that the eligibility of a child may be redetermined based on the information reported or may be terminated based on the failure to report or failure to report accurately.

Amends the Public Community College Act. Makes changes in a Section requiring a community college district to pay the tuition of a student attending a community college outside of the district. With respect to the maximum amount of tuition that may be charged, provides that the provision setting forth how the per capita cost of a community college must be computed does not apply from the effective date of the amendatory Act until 3 years after the effective date of the amendatory Act. Effective immediately.

Amends the Boat Registration and Safety Act. Makes every owner of a watercraft engine subject to provisions requiring a certificate of title. Provides that watercraft engines are subject to Sections concerning: application for first certificate of title; certificate of title contents; refusal of title certificate; and transfer.

Amends the Downstate Teachers Article of the Illinois Pension Code. Provides that an annuitant receiving a retirement annuity other than a disability retirement annuity may, without impairing his or her retirement status, accept employment as a teacher for up to 120 paid days or 600 paid hours in a school year. Effective immediately.

Amends the Child Care Act of 1969. Provides that if an employee has authorized a criminal background investigation, but the investigation has not been completed, then the employee may work directly with the children if another employee who has completed a criminal background investigation is present at all times. Effective immediately.

Amends the Unemployment Insurance Act. Provides that an individual that, for the purpose of obtaining benefits, knowingly makes a false statement or knowingly fails to disclose a material fact commits unemployment insurance fraud. Requires a statement on the Department of Employment Security's website and on specified forms stating that it is a crime to knowingly provide false, incomplete, or misleading information to any party to an unemployment security benefits transaction for the purpose of committing fraud and outlines possible penalties. Provides that an employer or other person that law enforcement or the Department of Employment Security requests information from regarding unemployment insurance fraud shall take all reasonable actions to promptly provide the information requested and shall disclose information when he or she has a reasonable belief of a specified violation.

Amends the Illinois Vehicle Code. Provides for the issuance of ABATE special license plates for passenger vehicles of the first division, motor vehicles of the second division weighing not more than 8,000 pounds, and motorcycles. Provides that, in addition to the appropriate registration fees, an applicant for the special plates shall be charged a fee of $15 at original issuance and $2 at each renewal. Provides that the additional fees shall be deposited into the Secretary of State Special License Plate Fund. Effective January 1, 2012.
