PRIVATE SEWAGE-LOCAL GOV REG

Amends the Private Sewage Disposal Licensing Act. Permits a unit of local government to require homeowners who maintain a private sewage disposal system within the unit of local government to provide verification, on an annual basis, to the unit of local government of a valid contract with a licensed private sewage disposal system installation contractor. Effective immediately.

FINANCE-ROAD FUND

Amends the State Finance Act. Provides that no appropriations from the Road Fund may be made to the Department of Central Management Services, the Department of Employment Security, the Department of Revenue, the Court of Claims, or any other State agency (other than the Department of State Police, the Department of Transportation, and the Secretary of State) in FY09 or thereafter. Those transfers must be made from the General Revenue Fund instead. Provides that no further transfers may be made from the Road Fund or the State Construction Account Fund to the General Revenue Fund. Effective immediately.

CIV PRO-VENUE

Amends the Code of Civil Procedure. Provides that, if none of the parties joined in good faith as defendants in a civil case are residents of this State, an action against those defendants may be commenced in the State only in the county in which the transaction out of which the cause of action arose, or some part of that transaction, occurred. Provides that a corporation organized under the laws of or authorized to do business in his State is a resident only of any county in which it has its registered office or other office (rather than being a resident of any county in which it does business). Makes similar changes regarding partnerships and voluntary unincorporated associations. Deletes language providing that an insurance company incorporated under the laws of, or doing business in this State may be sued in any county in which the plaintiff or one of the plaintiffs reside. Provides that, if none of the defendants in a civil action are residents of this State, and no part of the transaction out of which the action arose occurred in this State, the action must be dismissed for lack of proper venue. Makes other changes. Provides that the changes apply to causes of action filed on or after the effective date of the Act. Effective immediately.

Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the organization of the Department of Corrections.

AUTISM SPECTRUM DISORDERS

Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Makes other changes. Effective immediately.

METH CONTROL-ANHYDROUS AMMONIA

Amends the Methamphetamine Control and Community Protection Act. Defines "methamphetamine precursor" to include anhydrous ammonia. Exempts from violations, possession, procurement, transportation, storage, or delivery of anhydrous ammonia by a farmer or agent of a farmer engaged in agricultural activities.

WILDLIFE-HUNTING LICENSE

Amends the Wildlife Code. Provides that no person charged with violating a provision requiring possession of the necessary license, permit, or stamp while hunting shall be convicted if that person produces, in court, satisfactory evidence that the necessary license, permit, or stamp was issued to him or her and was valid at the time of his or her arrest. Provides a corresponding exception to a similar provision.
