JUV CT-STATEMENTS-HOMICIDE

Amends the Juvenile Court Act of 1987. Provides that an oral, written, or sign language statement of a minor who, at the time of the commission of the offense was under the age of 17 years, made as a result of a custodial interrogation conducted at a police station or other place of detention shall be presumed to be inadmissible as evidence against the minor in any criminal proceeding, for an act that if committed by an adult would be homicide or would be driving under the influence that was the proximate cause of death of another person unless the minor was allowed to consult with and have access to counsel throughout the entire custodial interrogation.

JUV CT-MINORS UNDER 17-JAIL

Amends the Juvenile Court Act of 1987. Provides that no minor under 17 (rather than 12) years of age shall be detained in a county jail or a municipal lockup for more than 6 hours.

$DHS-CHILD CARE ASSISTANCE

Makes appropriations to the Department of Human Services for fiscal year beginning July 1, 2012, as follows: Child Care Assistance Program $362,300,000; Grants Associated with Child Care Services, Including Operation, Administrative and Prior year costs $190,464,500; Grants Associated with Employment and Training Programs, Including Operation, Administrative and Prior year costs $460,000,000; Effective July 1, 2012.

CON AMEND-ETHICS INITIATIVE

Proposes to amend the Constitutional Revision Article of the Illinois Constitution. Authorizes amendments to the statement of economic interests Section of the General Provisions Article of the Illinois Constitution by initiative. Requires that the amendment be limited to establishing and enforcing ethical standards for State and local officeholders and candidates. Effective upon being declared adopted.

HEALTH FACILITY-ID/DD CARE

Amends the Illinois Health Facilities Planning Act. Provides that no facility licensed under the ID/DD Community Care Act shall be subject to the provisions of the Illinois Health Facilities Planning Act. Makes conforming changes to delete references to the ID/DD Community Care Act. Effective immediately.

SCH CD-IMMUNIZATION DATA-POST

Amends the School Code. Provides that, on or before December 1 of each year, every public school district and registered nonpublic school shall make publicly available the immunization data they are required to submit to the State Board of Education by November 15; defines "publicly available". Provides that the immunization data made publicly available must be identical to the data the school district or school has reported to the State Board of Education. Effective January 1, 2013.

HUMAN TRAFFICKING LIMITATIONS

Amends the Criminal Code of 1961. Provides that the statute of limitations for a prosecution for involuntary servitude, involuntary sexual servitude of a minor, or trafficking in persons for forced labor or services may be commenced within one year of the victim attaining the age of 18 years. Provides that in no case shall the time period for prosecution of those offenses expire sooner than 3 years after the commission of the offense. Includes in the offense of involuntary servitude using a scheme, plan, or pattern intended to cause the person to believe that, if the person did not perform that labor or services, that person or another person would suffer serious harm or physical restraint. Amends the Code of Criminal Procedure of 1963. Provides that in prosecutions for involuntary servitude, involuntary sexual servitude of a minor, and trafficking in persons, when the offense involves sexual activity, the prior sexual activity or the reputation of the alleged victim or corroborating witness is inadmissible except under certain circumstances. Amends the Sex Offender Registration Act. Includes in the definition of "sex offense" trafficking in persons, involuntary servitude, and related offenses, provided the offense involved commercial sexual activity, a sexually-explicit performance, or the production of pornography. Also includes in the definition of "sex offense", involuntary sexual servitude of a minor.

ELECTROLOGIST ACT-LICENSE REQ

Amends the Electrologist Licensing Act. Provides that the Department of Financial and Professional Regulation may issue a license to an individual who failed to apply for licensure on or before February 22, 2006, but who otherwise meets the qualifications, provided that the individual submits a completed application for licensure as required within 90 days after the effective date of this amendatory Act of the 97th General Assembly. Effective immediately.
