Creates the Firefighter Paid Family Leave Act. Provides that a firefighter shall receive 6 weeks of paid family leave that may be used: (1) for the birth of a child in order to care for the child; (2) to care for a newly adopted child under 18 years of age, a newly placed foster child under 18 years of age, or a newly adopted or placed foster child older than 18 years of age if the child is incapable of self-care because of a mental or physical disability; and (3) to care for a family member with a serious health condition. Provides that an employer shall compensate a firefighter granted leave under the Act at the firefighter's regular rate of pay, paid at the same interval the firefighter was paid while working, for those regular work hours during which the firefighter is absent from work. Sets forth provisions concerning employment protection and maintenance of benefits; prohibited acts, limitations of the Act; waiver of leave under the Act; and collective bargaining agreements. Limits home rule. Provides that the Department of Labor may adopt any rules necessary to implement the Act. Effective immediately.

Amends the Prevailing Wage Act. Provides that, for purposes of the Act, the term "public works" also includes all private projects that are located in a tax increment financing district and paid for wholly or in part out of public funds, unless the total cost of the project is less than $25,000 or the project is performed in a designated historic district requiring specialty contractors because of that designation.
Amends the Preventing Sexual Violence in Higher Education Act. Makes changes concerning definitions. Requires a higher education institution's comprehensive policy to include sexual harassment. Provides that a confidential advisor is separate from a complaint advisor, unless a complainant chooses to have the confidential advisor also serve as the complaint advisor. Makes changes to the complaint resolution procedure, including the timeline of the complaint resolution procedure, protective measures and accommodations, the distribution of evidence that includes a private or intentionally digitally altered sexual image, the direct questioning of either party, support persons for survivors and respondents, and the notice of appeal. Provides that violations of the Act are actionable in civil court. Sets forth the relief a prevailing survivor is entitled to. Amends the Code of Civil Procedure to make changes concerning confidential advisors. Makes other changes. Effective July 1, 2027.

Extends best wishes for its continued vitality and success for generations to come.
Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.
Amends the Civic Center Code. Provides that all contracts for the sale of property of the value of more than the small purchase maximum under the Illinois Procurement Code (rather than $10,000) shall be awarded to the highest responsible bidder, after advertising for bids. Provides that all construction contracts and contracts for supplies, materials, equipment and services, when the expense thereof will exceed the small purchase maximum under the Illinois Procurement Code (rather than $10,000), shall be let to the lowest responsible bidder, after advertising for bids, except in specified circumstances. Makes conforming changes. Effective immediately.
Amends the School Code. In provisions concerning a school board's suspension or expulsion of pupils, provides that a student who is determined to have initiated sexual activity with another individual without that individual's consent, a sexual assault, or an attempted sexual assault at a school, a school-sponsored activity or event, or an activity or event that bears a reasonable relationship to school shall be expelled for a period of not less than one year. Provides that (i) a student initiates sexual activity with another individual without that individual's consent if the student uses force or a threat of force to make the other individual perform a nonconsensual sexual act; (ii) a student initiates a sexual assault if the student commits an act of sexual penetration and uses force or a threat of force; and (iii) a student initiates an attempted sexual assault if, with the intent to commit a sexual assault, the student commits an act that constitutes a substantial step toward the commission of a sexual assault. Allows the expulsion requirement to be modified by the superintendent of the school district and the superintendent's determination to be modified by the school board on a case-by-case basis. Provides that the expulsion shall be construed in a manner consistent with the federal Individuals with Disabilities Education Act and a student who is subject to expulsion may be eligible for a transfer to an alternative school program. Effective immediately.
Amends the Children with Disabilities Article of the School Code. Provides that within 14 school days after receiving a written request for a federal Section 504 plan from a child's parent or guardian, a school district shall determine whether the clinical information provided by the parent or guardian is sufficient to support the need for a Section 504 plan, whether further evaluation is warranted to make that determination, or whether there is no basis for an evaluation or plan based on available information. Provides that if the district decides not to confer eligibility based on existing information or to conduct an evaluation, the district shall provide written notice to the parent or guardian explaining the rationale for the decision. Provides that if the district agrees to an evaluation, a meeting with the parent or guardian shall be held no later than 14 school days after receiving the written request. Requires the district to convene a team that shall identify the assessments necessary to complete the evaluation. Provides that for a student with documentation from a licensed health care provider indicating the need for an individualized health care plan to address a likely medical threat to the student's health or safety, the school's Section 504 plan team shall meet with the parent or guardian to consider creation of an interim Section 504 plan consistent with the health care provider's recommendations within 5 school days after receipt of the documentation, and if the Section 504 plan team agrees with the health care provider's recommendation, implementation of the requisite accommodations shall commence no later than 5 school days after the planning meeting. Effective immediately.
Amends the Illinois Early Learning Council Act. Makes changes in provisions concerning the purpose of the Illinois Early Learning Council. Provides that the Secretary of Early Childhood or the Secretary's designee shall serve as co-chairperson of the Council. Provides that the governor shall appoint to the Council parents and caregivers of children 5 years of age or under. Provides that the Department of Early Childhood shall provide staffing and administrative support to the Council. Sets forth provisions concerning conflicts of interest. Amends the Early Childhood Access Consortium for Equity Act. Provides that specified members of the advisory committee to the Early Childhood Access Consortium shall be appointed by the Department of Early Childhood.
