INC TX-CREDIT-UNEMPLOYED

Amends the Illinois Income Tax Act. Provides that each taxpayer who employs a long-term unemployed person during the taxable year is entitled to an income tax credit of: (1) $500 in the taxable year in which the long-term unemployed person is initially hired by the taxpayer; (2) $750 in the first taxable year after the long-term unemployed person is initially hired by the taxpayer; and (3) $1,250 in the second taxable year after the long-term unemployed person is initially hired by the taxpayer. Provides that the taxpayer may receive a partial credit if the person is employed by the taxpayer for only part of a taxable year. Provides that the credit may be carried forward. Provides that the credit is exempt from the Act's automatic sunset provisions. Effective immediately.

STATE AGENCIES-AMBASSADORS

Amends the Civil Administrative Code of Illinois to provide that certain State agencies shall designate one or more officials or employees to serve as Department Ambassador. Provides that Department Ambassadors shall serve as a liaison between the Department and the public and shall have certain duties.

CON AMEND-ABOLISH LT GOVERNOR

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the office of Lieutenant Governor, beginning with the term of office otherwise commencing in 2019. Effective upon being declared adopted.

CRIM CD-GANG RECRUITMENT

Amends the Criminal Code of 2012. In the statute creating the offense of criminal street gang recruitment on school grounds, defines "school grounds" to mean the property, including buildings and grounds, of a public or private elementary, secondary, or post-secondary school, or a public or private 2-year or 4-year institution of higher education; public property or property open to public use within 1,000 feet of school property; a school bus; a designated school bus stop; and public property or property open to public use which is within 1,000 feet of the school bus stop, during the time when school children are waiting to be picked up and transported to or are being dropped off from school or a school-sponsored activity. Expands the offense to include the commission of the crime in a public park. Defines "public park".

VEH CD - SCHOOL SPEED ZONES

Amends the Illinois Vehicle Code. Provides that the reduced speed limit for school zones shall be applicable on school days even when children are not present. Extends the duration of a school day from 4 p.m. to 9 p.m.

CTY CD-JUDICIAL FACILITIES FEE

Amends the Counties Code. Permits a county board in a county with a population of more than 500,000 and less than 700,000, based on the most recent federal decennial census, to enact by ordinance a judicial facilities fee to be used for the building of new judicial facilities. Sets the maximum fee at $30 and provides the method by which the fees are to be paid.

PENS CD-MISTAKE IN BENEFIT

Amends the General Assembly, State Employees, and Judges Articles of the Illinois Pension Code. Provides that if a fund or system mistakenly sets any benefit at an incorrect amount, it shall recalculate the benefit as soon as may be practicable after the mistake is discovered. Sets forth specific requirements regarding when a benefit is mistakenly set too low and when a benefit is mistakenly set too high. Amends the Downstate Firefighters and Cook County Forest Preserve Articles of the Illinois Pension Code. Provides that the amount of any overpayment of any pension or benefit due to fraud, misrepresentation, or error may be deducted from future payments to the recipient.
