SCH CD-TECH IMMERSION PROJECT

Amends the School Code and the State Finance Act. Extends the technology immersion pilot project established by the State Board of Education for another 2 years. Extends the repeal of provisions concerning the technology immersion pilot project to August 31, 2009 (instead of August 31, 2007). Effective immediately.

STATE GOV-EXPEDITED PERMITS

Amends the Department of Natural Resources (Conservation) Law, the Department of Transportation Law, the State Fire Marshal Act, and the Environmental Protection Act. Requires that the rulemaking processes of the Department of Natural Resources, the Department of Transportation, the State Fire Marshal, the Pollution Control Board, and the Environmental Protection Agency include a process for expediting the issuance of permits and licenses for clean coal projects. Authorizes these State agencies to engage the experts and additional resources that are reasonably necessary for implementing this expedited process. Sets forth that the applicant must request the use of the expedited process and that any additional costs shall be borne by the applicant. Effective immediately.

IDOT FLIGHT SCHEDULES

Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Provides that requests for air transportation must be made by the appropriate scheduler or schedulers designated by the executive officer of the office, department, or agency. Effective immediately.

RAILROAD POLICE-MISCONDUCT

Amends the Railroad Police Act. Requires allegations of abuse of authority or misconduct by members of a railroad police force to be investigated by the Illinois State Police. Amends the Illinois Vehicle Code. Exempts elected representatives of rail employers from the restrictions concerning trespassing on railroad property. Provides that the listed persons shall be exempt from the restrictions while performing required duties in accordance with reasonable rail carrier company guidelines, engaging in safety inspections, or exercising a right under the federal Railway Labor Act (instead of only while performing required duties in accordance with reasonable rail carrier company guidelines).
