PROCUREMENT-ST CONSTRUCTION

Amends the Illinois Procurement Code. With respect to the requirement that responsible construction contract bidders and their subcontractors participate in federally approved and registered applicable apprenticeship and training programs, specifies that the requirement encompasses all such programs for the crafts required to perform the project. Effective immediately.

IDENTITY PROTECTION ACT

Creates the Identity Protection Act. Prohibits a State or local government agency from using an individual's social security number in certain ways, subject to various exceptions. Requires each State or local government agency to develop and implement an identity protection plan. Provides that any employee of a State or local government agency who intentionally violates the provisions of the Act is guilty of a Class B misdemeanor. Preempts the concurrent exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.

SCHOOL BUS INSTRUCTION COURSES

Amends the School Code. In provisions concerning the duty of the regional superintendent of schools to conduct courses of instruction for school bus drivers, allows for an increase in fees for providing such courses. Provides that, of the increase in course fees authorized, $1 shall be deposited into a State Board of Education revolving account specifically dedicated to school bus safety for the conduct of business of the Illinois Pupil Transportation Advisory Committee and the certification and conduct of educational programs and training of Illinois school bus driver instructors.

SCH CD-SPECIAL ED-JT AGREEMENT

Amends the School Code. In a Section allowing school boards to enter into joint agreements with other school boards with respect to special education matters, provides that an amendment to an agreement may include the removal of a school district from or the addition of a school district to the joint agreement without a petition as otherwise required in the Section if all member districts adopt concurring resolutions to that effect. Makes changes concerning a petition for withdrawal of a district from the joint agreement, including requiring the hearing on the petition to be in accordance with State Board of Education rules and changing how the vote on approval of the petition is determined. Effective immediately.

HIGHER ED-MAP GRANT AMOUNT

Amends the Higher Education Student Assistance Act. With respect to the Monetary Award Program, provides that the grant amount must not exceed the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year no more than 2 years prior to the academic year for which grant assistance is being requested (now the amount is $4,968) or the amount that equals the average tuition and necessary fees for undergraduate students at public universities in this State for the academic year for which grant assistance is being requested (instead of the amount that equals 2 semesters or 3 quarters tuition and other necessary fees required generally by the institution of higher learning of all full-time undergraduate students). Effective July 1, 2007.
